Voting Yes: Mayor Gamec, Councilmembers Beahen, Zimmerman,
Beyer and Haas Steffen. Voting No: None.

COUNCIL BUSINESS

Case #1: Consideration of No-Wake Ordinance on Rum River

Mayor Gamec stated that the City received a presentation and held a public hearing on
June 9, relating to the No Wake on the Rum River. He has received a lot of phone calls
relating to the No Wake and his belief is it's not the wake from boats that is causing the
erosion to the banks of the Rum - most of it is caused by the water. Mayor Gamec added
that Ramsey will have to have the same as Andover and recommended the no wake go
from 153rd down by the Boy Scout Camp. He stated that he has heard that Andover is
still interested in the location up toward the north end of the City. Mayor Gamec noted
that one of the real problems appear to be the jet skis.

Councilmember Haas Steffen stated that she has spoken with Ramsey Police Sergeant
Jim Way and he agrees it's impossible for the sheriff's office to patrol the broken areas of
the river. She suggested that if the City takes action to extend the no-wake to 149th - we
have done nothing to interfere with Anoka and we do not need an agreement with
Andover and we take care of the complaints that were in front of Council last week.
Talking about extending the no wake to 149th, she commented on cooperating with the
intent of Anoka.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer that
Ramsey extend the no wake to the Ramsey side of the fiver that does not interfere with
Andover from our southern City limits to approximately 149th Avenue and to direct staff
to prepare an ordinance to introduce at the next meeting reflecting this motion.

Further discussion: Further direction was given by Council to have staff continue to
communicate with the City of Andover to establish their identified area number 4 (151st
to 153rd) as a no wake zone contingent upon Andover eliminating areas I, 2 and 3 from
their no wake proposal.

City Council/June 23, 1998
