Case #8: <br /> <br />Adopt Ordinance to Rezone Property from B-1 Business to R-3 Urban <br />Residential; Case of Rademacher Companies, Inc. <br /> <br />Discussion of this case was removed from the agenda because it requires a 4/5 vote and <br />there are only three members of Council present. <br /> <br />Case #9: <br /> <br />Request for Authorization for Execution of a Development Agreement <br />with A & R Manufacturing, Inc. <br /> <br />City Administrator Norman presented an excerpt from the proposed development <br />agreement with A & R Manufacturing, Inc. which will be located in Development <br />District No. 1 and Tax Increment Financing District No. 2 (south of soon-to-be- <br />constructed 139th Avenue). A & R Manufacturing is a small manufacturer of special <br />machine, fixture and tool components for a variety of larger manufacturers. They <br />currently lease space from Ramsey Business Park on Industrial Boulevard in Ramsey, but <br />have outgrown its space and recently began negotiating with the City to build its own <br />facility. Mr. Norman described the proposed facility as approximately 11,000 square feet <br />with an estimated market value of $330,000. It is anticipated that the project will <br />generate approximately $12,000 per year toward a TIF District which will be used to pay <br />for the improvement costs. The TIF District is scheduled to be completed in the year <br />2012. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />authorize execution of the development agreement with A & R Manufacturing, Inc., <br />contingent upon approval by the City Attorney. <br /> <br />Motion carded. Voting Yes: Mayor Gamec and Councilmembers Beahen and <br />Zimmerman. Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />Case #10: <br /> <br />Request for Exception from Development Moratorium; Case of City <br />of Ramsey <br /> <br />Zoning Administrator Frolik stated that on July 14, 1998, Council adopted a moratorium <br />ordinance to place certain land use sensitive parcels within the Metropolitan Urban <br />Service Area under a development moratorium during the completion of the new <br />comprehensive plan. One of the parcels included in that moratorium is part of the Ken <br />Laws estate which is also the site selected by City Council for the senior housing project. <br />The City is ready to proceed with a rezoning and site plan review to facilitate the <br />development of the parcel. An exception to the moratorium is required in order to initiate <br />those zoning procedures. The request for the exception was forwarded to the Hoisington <br />Koegler Group for review and recommendation. The response from Hoisington is that <br />the senior housing project is consistent with the recommended land use, density and life <br />cycle housing goals currently written into the comprehensive land use draft. Ms. Frolik <br />reviewed, with the Council, the exemption criteria and the findings. <br /> <br />City Council/July 28, 1998 <br />Page 11 of 17 <br /> <br /> <br />
