and Bridge Committee directed staff to consider a minimum rental fee of $1,000 per <br />month and that staff follow up by developing a City-drafted lease agreement. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />establish a minimum rental of $1,000 per month and to enter into a lease with PageMart <br />contingent upon City Attorney review. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. <br />Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />3) Consider Sewer and Water Extension to Burger King <br /> <br />Mr. Norman stated that the City had received a request for sewer and water extension to <br />the Burger King site to the west of Ramsey Boulevard and north of Highway #10. The <br />case was brought to the Road and Bridge Committee to discuss and they recommended <br />the project be added to the 1998 CIP list with a corresponding funding source and that the <br />plans and specifications be authorized to proceed. It will be placed on the August 11 <br />Council agenda for action. He added that staff will be talking to property owners on both <br />sides of 153rd. <br /> <br />4) Report on Storm Water Management Implementation <br /> <br />City Administrator Norman stated that when the City Council was reviewing a new <br />format for the CIP, it showed two county ditches for clean-up. There were many <br />questions by the Council about authority and responsibility relating to County ditch <br />cleaning, therefore, staff sought advice from Charles LeFevere. Mr. LeFevere works with <br />the Lower Rum River Water Management Organization and is renowned state-wide in <br />ditch law. Mr. Norman stated that he, along with the City Engineer and the Director of <br />Public Works, met with Mr. LeFevere to discuss storm water financing and utilization of <br />County ditches as an element of our storm water system. Mr. LeFevere suggested that <br />the most appropriate method for funding storm water improvements would be the <br />development of a storm water utility. He will issue a memorandum outlining the steps <br />necessary to establish such a utility. Mr. LeFevere also indicated he would contact the <br />County Engineer and the County Attorney to determine how the County ditches might be <br />restored to their original cross-section. Mr. Norman noted there is no Council action <br />necessary at this time and that an update on this will be scheduled for the August 18, <br />1998 Road and Bridge Committee meeting. <br /> <br />5) Consider Authorization of Trunk Highway #47 Property Appraisals <br /> <br />Mr. Norman stated that the T.H. #47 project is approximately one month behind <br />schedule. Property appraisals were proposed to be scheduled for August and staff feels <br />we should continue to pursue the property acquisition as expeditiously as possible to <br />avoid future delays. The firm of Evergreen Land Services sought two proposals for <br />appraisal services which were received on Friday, July 24, 1998.
