Appraisals provided a quote of $4,550, and the firm of BCL Appraisals submitted a quote <br />of $6,500. A third bid has now been received from Backen for $11,700. Bud Storm of <br />Evergreen Land Services recommended the bid from BCL be authorized for the appraisal <br />services. The reason for the recommendation was a result of pre-bid research provided by <br />BCL Appraisal Services that uncovered hidden costs for additional services. BCL <br />Appraisal included the cost in their bid and Mr. Storm determined that Orion Appraisals <br />would be required to bill the City for the additional services with the result being a higher <br />bid. <br /> <br />Councilmember Zimmerman inquired if certain specifications should have been included <br />in the bid proposal and would there be a problem if Council doesn't approve the lowest <br />bid. <br /> <br />City Attorney Goodrich stated that the City really did not have to do a formal bid on this <br />project. The law has been complied with and Council is authorized to accept the lowest <br />responsible bid - key word being responsible. The minutes would document the reason <br />for accepting a higher bid. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />authorize the hiring of BCL Appraisal Services, at a cost of $6,500 to appraise the 13 <br />homestead properties to be acquired for the Trunk Highway #47 project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />6) <br /> <br />Change Order No. 3 to Improvement Project #98-13, Well No. 4 Pumping <br />Facility <br /> <br />Director of Public Works Kapler stated the City has authorized an alternate at the time of <br />bidding award, which anticipated providing a temporary control panel so that Well No. 4 <br />could be used during the peak summer demand period. The permanent control panel <br />would not be available until September. It was anticipated that the well pump would be <br />available to place in the well. However, because there was an extended period of well <br />development, the final well was not ordered as soon as had been anticipated, and <br />consequently is not available now that the temporary control panel is in place the well is <br />ready to start producing water. Change Order No. 3 is in the amount of $2,000 to cover <br />the installation and removal of a temporary pump by the contractor. The money is <br />expected to come from the project budget, which will be less than the award amount. <br />Some moneys have been saved on restoration, which will not be necessary because of the <br />County Road #116 project. <br /> <br />Mayor Gamec wondered if this needed to be done if the permanent pump would be <br />available in September. <br /> <br />City Council/July 28, 1998 <br />Page 14 of 17 <br /> <br /> <br />
