However, discussion at the Finance
Committee suggested that a special meeting should be held with the business community
and the concept of the playground could be presented at that time.

Motion by Mayor Gamec and seconded by Councilmember Beahen to authorize staff to
schedule a meeting with the business community, maybe something like a breakfast
meeting at the Anoka Electric Cooperative business complex or at Grossliens, where the
community-built playground concept could be presented.

Further discussion: Mayor Gamec suggested that if there is anything else the City would
like to talk with the business community about, that, too could be placed on that agenda.

Motion carded. He advised the Council that he spoke
with Mike Mulrooney, Community Development Consultant, and he (Mulrooney)
advised him that the development agreement is not going to be with A & R
Manufacturing, but rather the two individuals who are the owners ora & R. The owners
are William Salter and Alan Gilmer. He also noted that the assistance would be increased
from $58,000 to about $78,000. He figured it could be a not-to-exceed $20,000
additional amount. Messrs. Salter and Gilmer could hire the grading and the City could
then reimburse them. He requested that the Council amend their motion to include these
items in the agreement.

Councilmember Zimmerman felt that the City Engineer could come up with a fair money
amount for grading and that the approval could be contingent upon approval by the City
Engineer and the City Attorney.

Motion by Mayor Gamec and seconded by Councilmember Zimmerman to amend the
execution of the development agreement with A & R Manufacturing so it reads the

City Council/July 28, 1998
