Consensus of the Council was that the City Attorney should review this agreement. If an
architecture has been paid $500, we need to find out if this building is being restored to
that historical period. If they are refurbishing it for businesses they think should be in
there, that may not be what the City Council wants. Staff was directed to get a written
report on the Old Town Hall.

#2: Twenty-Five Year City Anniversary

Council discussed when the anniversary should be - the date of the City's actual
anniversary is in November, however, it was unanimously felt the celebration should be
at another time - August or September. Mid-September was suggested, however, it was
felt that the "Anniversary Committee" should pick the date.

Some suggestions for activities were craft show, antique car show, old village, etc.
Possibly music entertainment on Friday night, Saturday could focus on historical things, a
parade, activities for children, and then on Sunday, an ecumenical service.
Councilmember Haas Steffen suggested it may be a good idea to tie in the dedication of
the senior housing with the anniversary. She also suggested the name for the senior
housing of "Woes-be-Gone".

Mr. Norman stated there is a lake near his home that does not have a name - he suggested
a "name the lake" contest also.

Council directed staff to contact other cities to find out the cost for a two/three day
celebration.

#3: LMC Performance Measurement Consortium

City Administrator Norman disseminated a handout entitled Comparative Performance
Measurement Consortium and stated that it has to do with performance measurement.
This is offered through the League of Minnesota Cities. There will probably be more and
more requests to meet for local performance aid so we will need to adopt some measures
for performance. There is a cost to participate in this study even though there is a grant
available. The state grant is in the amount of $1,750, so the City's share would be
$1,850. He stated he would put this item on the August 11, Council agenda for
discussion.

#4: EDA/EDC Joint Work Session

City Administrator Norman stated he has been working since February with the
Economic Development Commission (EDC) about where they want to go or where they
should go. He stated they would like to meet with the City Council in September.

Consensus of the Council was to schedule a joint City Council and EDC meeting for 7:00
p.m., Monday, September 14, 1998.

City Council Wok Session/August 3, 1998
