#5: Foster/Raudio Discussion <br /> <br />City Administrator Norman stated that Messrs. Foster and Raudio are asking for access to <br />their property and also asking that they not have to pay taxes until the highway is done. <br /> <br />Councilmember Haas Steffen stated she would be willing to give them some kind of a <br />break if that's possible but she did not want it to cost the City money. She suggested <br />staff talk with Attorney Goodrich to see if giving them the tax break is ethical. <br /> <br />#6: Dayton Bridge/Comprehensive Plan <br /> <br />City Administrator Norman stated that the Dayton bridge ties into our Comprehensive <br />Plan. The Comprehensive Plan will be placed on for discussion on August 17, along with <br />the budget final. <br /> <br />Discussion relating to the budget and personnel ensued. Councilmember Haas Steffen <br />suggested a need for an assistant for the City Administrator. <br /> <br />Discussion also ensued relating to park and park districts, where money could be spent <br />and where the money has to be spent. Councilmember Haas Steffen stated she would <br />argue to acquire land. It seems sensible to bond for that land so we have some type of <br />plan and suggested that maybe Director of Public Works Kapler needs to push for that. <br /> <br />#7: Fire Station #2 <br /> <br />City Administrator Norman reported that the City had contacted the Attorney General's <br />office for a decision on whether or not the second fire station could be placed where <br />planned. Their decision is that we cannot build there. Council can take the decision to <br />court and you have the argument that you will be buying more park land. He thought that <br />the City Attorney would push for Council to look at different land instead. <br /> <br />Councilmember Haas Steffen felt that we should have two - three options and she would <br />rather not go to court on this. <br /> <br />Mr. Norman inquired if staff should make contact on the Mox property to which Council <br />replied yes. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Criteria - Senior Housing <br /> <br />Council stated that the criteria has to be discussed with regard to renting the senior <br />housing. <br /> <br />City Council Wok Session/August 3, 1998 <br /> Page 4 of 5 <br /> <br /> <br />
