<br />CASE # /; <br /> <br />RECONSIDERATION OF 2007 MSA MILEAGE ADDITIONS <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />You may recall at the February 13, 2007 Committee meeting staff presented a case <br />related to designating additional mileage to the City's Municipal State Aid (MSA) system <br />which proposed adding 173rd Avenue (County Highway 63) between Armstrong Blvd <br />and Variolite Street to the City's MSA system, a distance of2.0 miles. Further recall that <br />to have available this amount of mileage to add to the system it would be necessary to <br />remove 0.45 miles from our current system. This mileage would become available by <br />revoking the MSA designations on portions of 142nd Avenue and Traprock Street since <br />this route runs through what is now planned to be a regional County Park. <br /> <br />While this plan would serve to maximize the amount of mileage on the City's MSA <br />system, staff has become aware that because of the impending tumback of this segment <br />of roadway by Anoka County to the City of Ramsey, it would be more advantageous to <br />the City to wait until this roadway is turned back by the County prior to designating this <br />mileage on the system. This stems from the fact that as a tumback, the needs on this <br />portion of roadway would be in addition to the total 20% limitation of the City's system <br />mileage. <br /> <br />It would be prudent to designate some alternate mileage in 2007 to maximize the <br />designated mileage as closely as possible to the allowable limit. With the construction of <br />2.96 miles of new roadway in 2006 the City has the potential to add 1.55 miles to its <br />MSA system. Staff would propose adding Andre Streetl164th Lane, a 1.87 mile street <br />segment to the City's MSA system. This segment meets the requirement of beginning and <br />terminating on the existing system and this roadway functions as a local neighborhood <br />collector. The street was constructed in 1985 and is over 20 years old and is eligible to <br />collect full needs. Attached is a figure illustrating this proposed addition. It would still be <br />necessary to revoke the mileage on portions of 142nd Avenue and Traprock Street to be <br />able to accommodate this mileage addition. The City will be within 0.28 miles of the <br />maximum allowed with these modifications. <br /> <br />Recommendation: <br /> <br />Staff recommends adding Andrie Street from Alpine Drive to 164th Lane and 164th Lane <br />from Andrie Street to Jarvis Street to the City's MSA system. <br />
