benefit to their property, but indicated that they were very interested in the improvement <br />of the neighborhood. Them was a concession that the addition of these improvements <br />would attract the type of businesses they would like to see in their industrial <br />neighborhood. Mr. Robert Debee, owner of the vacant property immediately east of <br />Water Products, expressed the opinion that the project was anticipated at some point in <br />the future, and that he would not oppose the project, particularly if there was consensus <br />for it by the other property owners. Mr. Jankowski stated that the total cost of the project <br />is approximately $441,600 and the majority of the money would come from the sewer <br />and water trunk fund. Curb, gutter and storm sewer would be added to the 143rd Avenue <br />project which could utilize funding such as special assessments or the Economic <br />Development Authority. He noted that the special assessment process will not allow this <br />project to be pursued for completion this fall. <br /> <br />Councilmember Zimmerman wondered if we used funds from the EDA, if that would be <br />setting a precedent, and who will pay for the 143rd curb and gutter. <br /> <br />Mr. Jankowski responded that if we wait until next year to do the project, it can be <br />assessed, however, if we want it to be completed this year, we cannot wait this out. He <br />was not certain if TIF is eligible but we do need a funding source. <br /> <br />Finance Officer Lund reported that if you go through the TIF, it would have to come from <br />the TIF amendment. <br /> <br />Councilmember Zimmerman asked the difference in cost between an open cut across <br />C.R. #56 rather than jacking. <br /> <br />Mr. Jankowski did not think we could have an open cut there, however, he would check <br />with Anoka County to see if it is allowed. He knew it would be less expensive to do it <br />that way. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to authorize the City <br />Engineer to prepare plans and specifications for the sewer and water extension to the <br />Burger King and to direct staff to advise Council at the August 25, 1998 meeting, of <br />specific funding sources for construction of such project. <br /> <br />Further discussion: Councilmember Zimmerman stated he would be opposed to an <br />extension of sewer and water because of the provisions of the Charter, however, he felt it <br />is okay to order plans and specifications. <br /> <br />Motion carried.
