Case #I 1: <br /> <br />Introduce Ordinance to Establish Development Moratorium on <br />Certain Parcels Outside the Metropolitan Urban Service Area <br /> <br />Zoning Administrator Frolik stated that the property west of Armstrong Boulevard that is <br />no longer subject to any development moratorium, is actively being marketed. The most <br />recent draft land use map prepared by Hoisington Koegler indicates the potential for <br />some land use changes in this area also under the new comprehensive plan. Staff is <br />recommending introduction of the ordinance establishing a moratorium on certain parcels <br />indicated on the map she presented. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to <br />introduce an ordinance to establish a moratorium on the development o£certain parcels of <br />land located in the City ofRamsey, Anoka County, Minnesota. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer and Zimmerman. <br />Voting No: None. Absent: Councilmembers Beahen and Haas Steffen. <br /> <br />Case #12: <br /> <br />Authorization to Participate in LMC Performance Measurement <br />Consortium <br /> <br />City Administrator Norman stated that the LMC Performance Measurement Consortium <br />was discussed at a Council work session. This program is offered by the League of <br />Minnesota Cities for performance measurement. With regard to local performance aid, <br />we recognize that we will probably have more and more requests to meet to receive the <br />aid. We will need to adopt this resolution which allows us to participate in the study, <br />however, there is a cost to it. The total cost of the program is $3,625 but a State grant of <br />$1,750 would be applied toward the program requiring the City to participate financially <br />in the amount of $1,875. Staff is requesting a budget reallocation from the 1998 Council <br />Contingency Fund. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #98-08-173 authorizing a budget amendment to reallocate $1,875 from the <br />Council Contingency Fund for Performance Measurement Consortium. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer and Zimmerman. <br />Voting No: None. Absent: Councilmembers Beahen and Haas Steffen. <br /> <br />Case #13: Approve Transfer Agreement to Receive Surplus Military Equipment <br /> <br />Police Chief Gustafson stated that at the November 25, 1997 meeting, Council authorized <br />the Police Department to apply for a United States Army grant, which would enable the <br />Department to obtain six to ten new Army surplus M-16 rifles, free of charge, except for <br />shipping and accessory charges. The Police Department requested the rifles, and the <br />Department of Defense has notified us that the guns are now available for the cost of <br />shipping which is $185.
