Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case #3A: County Road #116 Extension <br /> <br />Mayor Gamec stated that the City has met with a couple of people with regard to an <br />easement relating to C.R. #116 and talked about a budget for landscaping/screening. The <br />people were agreeable. <br /> <br />Director of Public Works Kapler stated he had discussed this issue with Parks/Utilities <br />Supervisor Boos and he (Boos) will come up with a screening plan which Mr. Kapler will <br />present to the two homeowners. It's contingent upon the road plan but there may be a fall <br />planting. <br /> <br />Councilmember Haas Steffen cautioned that if there is a fall planting, necessary <br />precautions be taken to protect the plantings from the salt and sand from the winter <br />snow/ice removal. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beahen to authorize an <br />$8,000 landscaping budget with regard to the C.R. #116 extension. The $8,000, as <br />compensation for the 15-foot temporary slope easement, should be considered not only <br />compensation for the value of the lost tree line, but also a contribution toward the <br />aesthetics of the future bike path. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer and Beyer. <br />Voting No: None. Absent: Councilmember Zimmerman. <br /> <br />It was noted that the two property owners, Menth and Onstad were present. <br /> <br />Jeffrey Menth complimented City Council and staff on their hard work and expressed his <br />appreciation. <br /> <br />Case #4: <br /> <br />Request for a Conditional use Permit to Grade and Export Soils; Case <br />of Gerald Bauer <br /> <br />City Engineer Jankowski stated that the City has received an application from Gerald <br />Bauer for a conditional use permit to grade and export approximately 693,000 cubic yards <br />of earth material from his property (65 acres) located generally north of the Burlington <br />Railroad and east of Puma Street. This would take the mean elevation down about seven <br />feet and would leave the site relatively flat. Mr. Jankowski reported there were no <br />negative comments at the public hearing which was conducted on August 4, 1998, by the <br />Planning Commission. The local streets will not be used to haul the approximately <br />700,000 cubic yards of material. Mr. Jankowski stated his concern is with the flatness of <br />the final grade and what impacts that may cause on the storm drainage of the site after it <br />is developed.
