Absent: CouncilmemberZimmerman. <br /> <br />Case//13: <br /> <br />Authorize Design Plans and Specifications for Watermain Looping <br />(Improvement Project #98-22) <br /> <br />City Engineer Jankowski noted two watermain looping projects which have been <br />scheduled for 1998 in the current Capital Improvement Program. One project involves <br />approximately 350 feet of 12-inch watermain and a crossing of C.S.A.H. #5, which would <br />complete a major 12-inch main looping. This project would provide a second feed to the <br />elementary school and to the Fox Knoll and Alpine Addition subdivisions. A second <br />looping involves placing 2,000 feet of watermain along the railroad tracks to provide a <br />second feed to the AEC Industrial Park. Mr. Jankowski proposed combining both these <br />loopings into a single project, since they will be essentially the same type of work, the <br />installation of watermain. The City will be obtaining title to the necessary land on <br />September 15, 1998. He proposed initiating design at this time so the project can be <br />completed before the end of this construction season. He reported that both projects are <br />included in the 1998 CIP and funding will come from the water utility fund. The total <br />project cost is estimated to $165,000. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to direct the <br />City Engineer to prepare plans and specifications for Improvement Project #98-22. <br /> <br />Motion carded. Absent: CouncilmemberZimmerman. <br /> <br />Case#14: Authorization of Joint Powers Agreement with Anoka County <br /> Housing and Redevelopment Authority <br /> <br />City Administrator Norman presented a proposed joint powers agreement with the Anoka <br />County Housing and Redevelopment Authority with regard to the senior housing. <br /> <br />City Attorney Goodrich pointed out that this is a standard joint powers agreement <br />between two political bodies. <br /> <br />Mr. Norman continued that the County Attorney drafted the agreement with the County <br />HRA. Based on this agreement, the City has two primary responsibilities. One is the <br />acquisition of the site - the property owners have been very cooperative. We are using <br />the same appraisers who are working on the T.H. #47 property appraisals. We will need <br />to pay for the site and also the condemnation expenses but we will be reimbursed for that <br />several years down the road. The other primary responsibility of the City will be to back <br />general obligation funds which will be backing the project. We would use our credit to <br />back these bonds in a three million dollar amount - that's the maximum we can do.
