Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Ordinance #98-13 to establish a moratorium on the development of certain parcels of land <br />located in the City ofRamsey, Anoka County, Minnesota. <br /> <br />A roll call vote was called by the Deputy City Clerk. <br /> <br />Councilmember Beyer aye <br />Councilmember Haas Steffen aye <br />Councilmember Beahen aye <br />Mayor Gamec aye <br />Councilmember Zimmerman absent <br /> <br />Motion carried. <br /> <br />Case #11: <br /> <br />Review Proposed Ordinance Identifying Those Areas of the City <br />Which are not Required to Connect to City Sewer and Water <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />remove discussion of this item from the agenda so that it can first be further discussed <br />with the Comprehensive Planner. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case #12: <br /> <br />Report on Funding for Burger King Sewer and Water Extension <br />(Improvement Project #98-21) <br /> <br />City Engineer Jankowski stated that at the last meeting, Council directed that plans and <br />specifications be prepared for the project to extend sewer and water to the Burger King <br />site. The project estimate was $441,600 and $388,700 was attributable to the installation <br />of curb and gutter and storm sewer on 143rd Avenue. In reviewing the funding <br />possibilities, Mr. Jankowski suggested that T1F might be the most appropriate vehicle <br />with which to fund this improvement. The project area falls outside the current TIF <br />Improvement District boundary but is included in the area currently being proposed for <br />an expanded district. If this project goes this fall, we could get sewer and water in but the <br />road restoration would not be able to be done. Mr. Jankowski suggested we set up a <br />contract with a separate schedule for curb and gutter and award or not. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />direct the City Engineer to continue to prepare plans and specifications and move forward <br />with the project and that the project be paid from the sewer and water utility in the <br />amount of $441,600 and, if available, that curb, gutter and storm sewer in an amount of <br />$54,900 be paid from a TIF project subject to City Attorney approval contingent upon <br />approval also by MnDOT and the Metropolitan Council. <br /> <br /> City Council/August 25, 1998 <br /> Page 20 of 26 <br /> <br /> <br />
