The construction on the
wells is completed. We have had conversation with Jack Menkveld who is requesting
being paid for the land. Mr. Goodrich stated the appraiser assured him that $10,000 for
each well site, as requested by Mr. Menkveld, is fair. He noted that this is a unique
situation and that Council approval of this would in no way establish a price for any other
land.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize
payment to Mr. Menkveld for the property in which Well No. 3 and Well No. 4 are
located on.

Motion carried. The delay was caused
primarily by an additional month that was used to respond to comments that MnDOT had
on the preliminary design. The EAW is at MnDOT for review, they sent it over to
Highway Administrator. Mr. Jankowski stated he has asked for a concurrent review. The
public hearing on the EAW is scheduled for September 29. If by chance the EAW is not
ready, it will be a chance to share what it happening and answer questions of the
residents.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to
schedule the public hearing on T.H. #47 for Monday, September 29, 1998, from 5:00
p.m. to 8:00 p.m. - open house type format.

Motion carried.
