MnDOT wishes to close off 149th or cul-de-sac the service road, however, <br />the City has rejected that concept. <br /> <br />2) Update on C.R. #116 Extension <br /> <br />Mr. Jankowski reported that the schedule has been moved up so the extension should be <br />opened to traffic by November. He added that the City is agreeing to limit access points <br />on #116 to six and upon review, Hoisington also felt that was adequate. Mr. Jankowski <br />pointed out that the City's two well houses have direct access on the highway. <br /> <br />Couneilmember Haas Steffen questioned the need for two accesses for the well houses <br />and suggested we need to be more creative. She added that she would be supportive of <br />accesses onto #116 to eliminate traffic into neighborhoods. <br /> <br />Mr. Jankowski stated that the second issue with this extension is our share of the <br />construction cost. We are responsible for the bituminous path construction on the north <br />and the wetland mitigation. The total cost to the City would be $77,613 and Mr. <br />Jankowski expressed agreement with those costs. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />authorize entering into a Joint Powers Agreement with Anoka County for the <br />construction of C.R. #116 from C.R. #56 to C.S.A.H. #83 and authorize the expenditure <br />of the City's share of the construction costs in an amount of $77,613. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Beahen. Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />4) Review Public Works Capital Improvement Program <br /> <br />Mr. Jankowski reported that the capital improvement program for the Public Works <br />department was discussed briefly, but it was asked that revenue sources be identified. <br /> <br />Councilmember Haas Steffen asked about the storm sewer projects. <br /> <br />City Administrator Norman responded that staff prefers to wait to discuss that issue after <br />we hear back from LeFevere of Kennedy & Graven.
