Case #5: Consider Computer Hardware and Software Matters

City Administrator Norman reminded Council of the computer study that was done in
June, 1998. As a follow-up to this, staff began to meet with LOGIS (Local Government
Information Systems). Mr. Norman presented a joint powers agreement with LOGIS for
Council's review.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to
authorize entering into a joint and cooperative agreement with LOGIS, authorize the
purchase of the financial control and payroll/human resources software from the LOGIS
consortium (financing already approved by Council), and to authorize the bidding process
for items suggested in the LOGIS recommendations as outlined in their September 1,
1998 letter.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and
Zimmerman. Voting No: None. Absent: CouncilmemberBeyer.

Case #6: Report from Road and Bridge Committee

1) Consider Change to C.R. #116 Project

City Engineer Jankowski reported that the Road and Bridge Committee met earlier this
evening to consider the C.R. #116 project. It was anticipated there would be 20,000
cubic meters of surplus top soil available that could be used to construct a berm.
However, it now appears there will not be enough top soil to construct a berm. Mr.
Jankowski also felt that a berm will not entirely do what we had hoped which is to screen
homes from the road. Staff and the Road and Bridge Committee are suggesting some tree
planting take place if the residents are in favor of that. The recommendation is to add the
tree planting in the amount of $5,000 and solicit input from the homes closest to #116 to
see if they desire the trees to be planted. If that is what they desire, the trees would be
planted on the City's 90-foot strip of property.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to direct staff to find out if the property owners closest to #116 desire trees planted to
serve as a screening, and, if so, that $5,000 be designated to do so.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen,
Zimmerman, and Beahen. Voting No: None. Absent: Councilmember Beyer.

Mr. Jankowski reported that the Road and Bridge Committee also directed staff to write a
letter to Anoka County asking them for permission to open cut C.R. #56 at the location
across from 143rd for the extension of sewer and water (Burger King). Staff is to make
certain that Anoka County Commissioner Berg receive a copy of the letter and that the

City Council/September 8, 1998
