Mayor Gamec replied that it would continue as a horse park, but that there may be only <br />three events instead of seven or eight. <br /> <br />Councilmember Haas Steffen noted that this issue was discussed at the Road and Bridge <br />Committee. She stated that the large horse trailers park on Traprock and on Variolite. If <br />the Traprock entrance was closed, all these large vehicles would have to be parked on <br />Variolite and it's not wide enough to handle these large vehicles. Police Chief Gustafson <br />has suggested cabling the entrance and padlocking it. The Police Department could open <br />it when it is needed for parking. <br /> <br />Mr. Kapler stated that we use a common lock around the City, therefore, both the Police <br />Department and the Public Works Department would have keys. <br /> <br />Ed Stanke, Traprock, stated that one of the concerns was the traffic. He suggested that if <br />the horse trailers would park properly, there would not be a problem. He added that some <br />people even parked on the resident's yards plus the horses are tied to their fences and the <br />manure is a mess. He was confident that the closing of one side of the park might control <br />all this to some degree. <br /> <br />Councilmember Haas Steffen agreed that if people parked properly inside the arena, this <br />problem would not exist. She noted the group of Volunteer Safety Aides and suggested <br />that parking control for the horse events could be one of their projects. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to close <br />the Traprock Park entrance on the basis that allows the Police Department and the Public <br />Works Department to open the closure for events and to ask Corporal Dwyer to have <br />crowd control and parking for events be a project of the Volunteer Safety Aides. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Introduce Ordinance to Establish Development Moratorium on <br />Certain Parcels Located on Highway #10 NW, Adjacent to City of <br />Anoka; City of Ramsey <br /> <br />Community Development Director Sherman stated that the redevelopment of the Anoka <br />Hennepin Technical College will require acquisition of land west of the current facility, <br />which involves parcels located in the City of Ramsey. They have requested to purchase <br />twelve Ramsey parcels. She noted the parcels on the map included in the agenda. Staff <br />is recommending that the parcels be placed under a development moratorium in order to <br />study issues such as compatible land uses, appropriate future land uses in this area, and <br />transportation corridors.
