Motion by Councilmember Beyer and seconded by Councilmember Haas Stef£en to adopt
Resolution #98-09-236 approving Change Order No. 1 for the extension of McKinley
Street in Ramsey Business Park 95 Fifth Addition (Improvement Project #98-18).

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen,
Beahen and Zimmerman. Voting No: None.

7)

Request to Consider Amending Assessment Method on Improvement Project
#98-16, Paving of Bison Street

Mr. Jankowski stated that Mr. Chris Lamprecht of 17060 Bison Street NW requested
consideration of a street assessment associated with Improvement Project #98-16, paving
of Bison Street, be charged from a per unit assessment to a per front foot assessment.
The Road and Bridge Committee was sympathetic to the fact that the assessment is
considerable, it was noted that the City has had a long and consistent practice of assessing
street improvements by this method. It would be unwise to change at this point,
particularly when the portion of Bison Street improvement just two years ago was
assessed under this method. The Committee did make the motion to inform Mr.
Lamprecht of the location of the right-of-way line once the survey is completed, and that
he be notified of the start of construction in order for him to relocate his evergreen trees,
if necessary.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to ratify
the motion of the Road and Bridge Committee.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer,
Beahen and Zimmerman. Voting No: None.

Case #9: Report from Personnel Committee

Administrative Services Manager Waite Smith stated that the Personnel Committee met
earlier this evening and discussed four cases.

1) Authorize Hiring Part-Time Administrative Intern

Ms. Waite Smith stated that funding for an Administrative Intern has been included in the
1999 operating budget. Meanwhile, a number of major projects are in the exploration
and/or planning stages. Therefore, City Administrator Norman has requested a part-time
administrative intern for the last quarter of 1998, and the Personnel Committee
recommended Council approval of same.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize
staff to hire a part-time administrative intern for the last quarter of 1998, and to adopt
Resolution #98-09-237 authorizing transfer of $3,000 from the Council Contingency
Fund to fund the hiring of a part-time administrative intern.

City Council/September 22, 1998
