T.H. #10. The Planning Commission has recommended approval of the proposed accessory
building in accordance with City Code, approval of the additional building and its size but that a
wood versus natural or prefabricated stone exterior finish is a Council decision. The Planning
Commission also recommended approval of that part of the landscape plan that would reduce the
number of required tree plantings from 30 to 18 and relocate them from the north to the west
property line. It is hopeful that expedient action on the part of City Council with respect to this
part of the landscape modifications will allow the developer to plant these trees prior to ground
freeze.

Mayor Gamec stated he supports the opportunity to increase screening by moving the trees. He
asked why the Planning Commission did not act on the vine issue and whether the City has ever
required block construction.

Councilmember Haas Steffen stated the City deviated from that standard on the golf course
maintenance building.

Gary Gruber, applicant, presented a new site plan and pointed out the location of the trees which
would be relocated. He also noted the landscaping that was not part of the original plan but has
already been completed. Mr. Gruber pointed out the location of the small maintenance building
which is well sheltered by evergreen trees. He stated that the storage building cannot be seen
unless you drive right up to it.

Councilmember Haas Steffen asked if they are requesting a wooden exterior.

Ms. Frolik stated they are.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to approve
the proposed accessory building in accordance with City Code, approval of the additional
building and its size, and a wood versus natural or prefabricated stone exterior finish.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, and
Zimmerman. Voting No: None. Absent: Councilmember Beyer.

Mr. Gruber explained they are requesting that the requirement for 30 trees be reduced to 18 since
they were able to save so many of the trees on the site. The residents indicated support to have
those trees relocated to provide screening for their houses. He stated his concern regarding a
situation where he agrees to relocate the trees to that location and then he is also required to plant
vines on the fence. He stated he offered to plant seedlings on the south side where the vines were
to be.

Community Development Director Sherman advised that residents present at the Planning
Commission meeting felt it would do more good if the trees were planted along the western
property line rather than along T.H. #10. What remains to be decided is whether there will be
vines or seedlings along the fences.

City Council/October 13, 1998
