Motion by Councilmember Haas Ste££en and seconded by Councilmember Beahen to adopt <br />Ordinance #98-15 to establish a moratorium on the development of certain parcels located on the <br />north side of T.H. #10 NW, adjacent to the Anoka/Ramsey border, amending Section 5, Term, to <br />delete the second sentence and create a six-month term, adding Section 6, Undue Hardship <br />Clause, and renumbering remaining sections as appropriate. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, and <br />Zimmerman. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #3: Consider Change Orders to Improvement Project #98-18 and Division C of the <br /> 1998 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that changes in the scope of two projects need to be considered. <br />Normally, change orders are reviewed by the Road and Bridge Committee and then sent to the <br />Council for action. Due to the nature of the timeliness associated with these changes and <br />because the regular October 20 Road and Bridge Committee meeting appears to be a lengthy one, <br />Staff is requesting consideration of these change orders directly by Council. Mr. Jankowski <br />stated the first change order represents two modifications to Improvement Project #98-18, the <br />construction of the street and utilities associated with Business Park 95 Fifth Addition. There are <br />two proposed changes to this contract. The first is to extend the storm sewer approximately 300 <br />feet to drain the parcel owned by Julian Johnson. It was originally planned that this property <br />would be drained eastward through the Minnesota Underground property to the east. However, <br />the property could be readily drained by this change without the need for drainage easements <br />with adjoining parcels. The property owner will be required to supply his own internal drainage <br />system to discharge to this point. The cost of this change is $5,115. The second change <br />concerns the removal of construction debris which was uncovered during the excavation of the <br />roadway. The disposal has been completed as it was necessary to avoid delay costs, and the cost <br />of removal amounts to $4,085. Mr. Jankowski stated the second change order has not yet been <br />implemented and involves an addition of shouldering to the scope of work for the 1998 Street <br />Maintenance Program. In past overlay programs, the shouldering work was performed by the <br />City's Public Works Department and not included within the scope of work. The 1998 program, <br />however, is considerably larger than previous programs and totals over 16 miles of shouldering <br />being required. The most shouldering required on previous programs has been 8.6 miles in 1996. <br />This year, because the overlay work involves MSA roadways, shouldering should be a higher <br />priority. As in the past, the Public Works Department will seed and mulch the shoulder. Mr. <br />Jankowski stated that Staff has received a quotation from the contractor to furnish and place two <br />inches of topsoil along a two-foot shoulder width at $15 per cubic yard of material. Based on the <br />estimated quantity, a Change Order in the amount of $14,100 would be anticipated. The portion <br />of this cost that would be charged to the MSA project would be $6,600. The remaining amount <br />could be charged to the City's portion of the State Maintenance Program which came in under <br />budget. The overlay work is not yet complete, however, the City's share of the sealcoating/crack <br />filling work is $24,209 under the $121,739 estimated amount. <br /> <br />Councilmember Haas Steffen inquired regarding justification for Change Order No. 2. <br /> <br />City Council/October 13, 1998 <br /> Page 15 of 22 <br /> <br /> <br />
