available for #116 between #47 and #57 if Anoka and Ramsoy could como to an
agreement.

It was suggested that the #116 project be placed in 1999 projects, then if the cities can
come to an agreement, we would be ready if the County is going to give us the money for
the project.

Discussion ensued relating to property and acquisitions.

The site acquisitions listed are the landfill area - 160 acres - for the year 1999, 2000,
2001, 2002 and 2003, and the 149-acre site of Ramsey Boulevard for the years 2002 and
2003.

Councilmember Haas Steffen stated that rather than put money into the Waste
Management property, she would rather see money put into the piece of property west of
C.R. #56 and try to enhance the technical college to move to that site.

Mr. Norman stated we were looking for which one/acquisition would come first. This
has to be done whether the college comes or not.

Consensus was that negotiations should begin immediately for the 149-acre parcel and
then the WM site.

Back to street improvements: It was noted that Jasper is slated for 2001. City Engineer
Jankowski stated that when we do the 143rd sewer and water extension, all that will be
left is the bituminous curb and gutter. He suggested you may want to move that project
up. It may as well be done now and it will cost less than $44,000.

Councilmember Haas Steffen stated that in the comp plan, we have suggested moving a
rail station out further to the west.

Consensus was to move Jaspar up to 1999 - using creative financing.

Discussion ensued relating to Riverdale Drive extension. It is slated for the year 2001. It
was noted that this will be a "hot piece of development" and it may get asked to be
moved up.

McKinley Street is scheduled for the year 2003. The question was raised, since Council
is suggesting moving Riverdale up, do they want to move any other projects up.

Councilmember Haas Steffen cautioned moving too many things around until we know
the exact costs of projects.

Mr. Norman noted the following park improvements: Alpine Park - Phase II 2002;
Central Park Community Built Playground - 1999, expansion 2000, 2001, 2002 and
2003, park road and picnic area 2000; Community Park #5 - 2000 and 2001; Flintwood

Council Work Session/October 19, 1998
