Terrace Shelter & Irrigation - 2003; Jack Miller property - 2000; Lake Itasea Park - <br />Phase I & II - 1999 and 2003; Peltzer Park - 1998; Riverdale Park Irrigation and ag lime <br />- 2002; Rivers Bend Park - 2000; and Solstice Park irrigation - 2001. He stated there are <br />some proposed changes as we were not able to identify good sources of revenue. He <br />recommended we not continue to use EDA. <br /> <br />Community Park #5 - estimated cost $267,000. Sources of funding would be $55,000 <br />from the General Fund, $140,000 from the Park Trust Fund and $72,000 from the <br />Landfill Trust Fund. We need to get that park somehow. <br /> <br />It was stated that when we have a legal opinion about bonding, we can look at buying that <br />park property and also look at what's been discussed for trails. <br /> <br />Councilmember Haas Steffen wondered if we could buy that property out of something <br />other than operating funds for the park. <br /> <br />Mayor Gamec stated that we have to look at pooling for the park districts. Staff could get <br />an update on that and then make a presentation of the findings to Council. <br /> <br />Mr. Norman responded that there is some vague language that alIows us to do that. <br /> <br />Councilmember Haas Steffen suggested that if we need to change the policy so the <br />money can get pooled and we can get some development done, we should do that. <br /> <br />Discussion ensued relating to what is planned for the parks as far as <br />improvement/development. <br /> <br />Councilmember Haas Steffen suggested that if it is possible to do some bonding, we may <br />wish to switch some of the projects around. <br /> <br />Councilmember Haas Steffen felt that we should not be taking parks out of TIF and <br />Mayor Gamec agreed with that. <br /> <br />Mr. Boos talked about some of the improvements, stating that it is simply a plan, not <br />necessarily a commitment that money will be there the year the project is slated for. He <br />thought it may make sense to only adopt the plan one year at a time. <br /> <br />Councilmember Zimmerman suggested it makes sense to raise park fees again. <br /> <br />Mr. Boos advised that the mid-town trail system is starting to come together. <br /> <br />The Deputy City Clerk had to leave early and City Administrator Norman took over the <br />minutes from this point. <br /> <br />Consensus was to remove the TIF funding from the park portion of the CIP. <br /> <br />Council Work Session/October 19, 1998 <br /> Page 3 of 4 <br /> <br /> <br />
