Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to
direct staff to evaluate the cost of constructing a storm outlet for Business Park 95 and do
a cost comparison with the cost to be provided by Anoka for discharging into their
system, and to compile a listing of the pros and cons for connecting McKinley Street
between Ramsey and Anoka and schedule a meeting to discuss with 'the City of Anoka.
This information should be brought before the next Road and Bridge Committee meeting.

Motion carried. Voting No: None.

4) Discuss Policy for Issuing Access to the Limited Access County Road

Mr. Jankowski stated that this topic was added to the agenda and is based on a request by
a Mrs. Millis for access to C.R. #116 from a pole barn located on her property at the
southwest comer of C.R. gl 16 and C.R. #56. The Committee decided that direct access
to the highway would not be in the public interest as C.R. gl 16 must be preserved for the
purpose of moving traffic. The possibility of access to a frontage road would be an
acceptable alternative, however, it would be premature at this time to determine whether
this would be a feasible alternative. Staff should respond accordingly to Mrs. Millis's
attorney.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to
direct staff to research whether an agreement was recorded between the City and Mr.
Peltzer, Mrs. Millis's father, at the time he deeded that 150-foot strip to the City and to
contact Mrs. Millis's attorney with a response to her request.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer,
Beahen and Zimmerman. Voting No: None.

Mayor Gamec announced that C.R. #116 between Ramsey and Armstrong Boulevards
will be opening on Friday, October 30, 1998, at 1:30 p.m.

Case #9: Report from Finance Committee

1) Consider Authorization to Purchase Computer Network Hardware and Software

Mayor Gamec noted that a regular Finance Committee meeting was not held, however,
Council are the sole members of the Committee.

Finance Officer Lund reminded Council that they authorized the bidding for computer
network hardware and software on September 8, 1998.
