directed the consultants to meet with MnDOT at the earliest possible opportunity to <br />resolve the 142nd Avenue signalization issue. <br /> <br />There is no Council action necessary. <br /> <br />2) Authorize Updating Appraisal for Properties Needed for 153/155 Avenue Project <br /> <br />Mr. Jankowski stated that in order to acquire right-of-way for the 153/155 Avenue <br />Project, six properties were appraised in February, 1996, to provide the basis for <br />acquisition offers to the property owners. Since these appraisals are nearly three years <br />old, they need to be updated to reflect current market conditions. The Council had <br />directed staff to begin negotiations with these property owners at the August 25, 1998 <br />Council meeting. The Road and Bridge Committee directed staff to update the 153/155 <br />Avenue appraisals at a cost of $3,500. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />direct staff to update the 153/155 Avenue appraisals at a cost of $3,500. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Zimmerman, <br />Beyer and Haas Steffen. Voting No: None. <br /> <br />3) Review Issues to Discuss with City of Anoka <br /> <br />Mr. Jankowski reported the following issues were discussed with the City of Anoka at an <br />October 21 meeting. Included is a summary. Discuss the signalization of C.R. #116 and <br />Dysprosium Street and the improvement of C.R. #116 from T.H. #47 to C.R. #. #57. The <br />cities of Ramsey and Anoka will meet with Anoka County to define an improvement <br />project along this segment of C.R. #116. Access control will also be discussed. This <br />meeting has been scheduled for 3:00 p.m., November 4, 1998, at Anoka County. Discuss <br />the drainage from Business Park 95. All of Business Park 95 ultimately drains to a <br />regional detention pond which is located on the Ramsey/Anoka border. An outlet for this <br />basin will be needed in the future as the Park develops and the infiltration capacity of the <br />pond decreases with time. The City has the alternatives of discharging to Anoka's storm <br />system Enterprise Park or develop its own outlet to the Mississippi River to the south. <br />Ramsey staff will evaluate the cost of constructing a storm outlet to the south. The City <br />of Anoka will provide a cost for discharging into the Enterprise Park system after <br />receiving a description of the contributing drainage area. Discuss the connection of <br />McKinley Street between Ramsey and Anoka. Although the connection of McKinley <br />Street between the two cities has been an issue between the two communities since the <br />development of both our adjacent industrial parks, it was pointed out by Anoka that there <br />has been no formal communication on the topic. It was agreed that a listing of the pros <br />and cons of the connection be made by both communities and a subsequent meeting be <br />held. <br /> <br />City Council/October 27, 1998 <br /> Page 10 of 13 <br /> <br /> <br />
