The enabling <br />resolution adopted in December 1991, specifically designated City Councilmembers as <br />EDA Commissioners. Ms. Sherman recommended rescinding the 1991 resolution and <br />preparing a new one to reflect the changes discussed by the EDC and the EDA. This <br />would require a public hearing. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to set a <br />public hearing for Tuesday, November 24, 1998, to consider modifications to the EDA. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />Introduce High School Students in Audience <br /> <br />Anoka High School students Cole Fox of Andover, and Kyle Dahl of Ramsey, were in <br />the audience. They reported they were going to do a project on the Public Works/Parks <br />Department with regard to ice for skating. They thought there was a lack of ice skating <br />facilities in Ramsey but after talking with Parks/Utilities Supervisor Boos, they found out <br />there are more facilities than in the past. They reported this to their teacher and they were <br />then told to speak up for their support of these facilities. They thanked Ramsey for the <br />facilities. <br /> <br />Case #8: Report from Road and Bridge Committee <br /> <br />1) Update on T.H. #47 STP Project <br /> <br />City Engineer Jankowski reported that Jim Dvorak and Dennis Eyler from SRF, Inc., the <br />City's engineering consultants for the #47 STP Project, were at the Road and Bridge <br />Committee meeting to discuss the signalization of 142nd Avenue as a portion of the <br />projeet. Although there were other comments, the only one of significance involved this <br />issue. Ramsey resident Greg Rajanen presented a petition containing additional <br />signatures for the signalization of 142nd Avenue and T.H. #47. Mr. Eyler, who prepared <br />the T.H. #47 corridor study, suggested that he meet with higher echelon officials from <br />MnDOT to discuss the unique aspects of the 142nd Avenue intersection. Because of <br />MnDOT comments, it is anticipated that the issuance of the Finding of No Significant <br />Impact (FONSI) will be no earlier than January 1, 1998. This means no property <br />purchase offers can be made until after that time. Staff was directed to research whether <br />that date of guaranteed occupancy could be extended from the current June 30, 1999, <br />date. The consultants also advised that a pedestrian overpass or tunnel could be expected <br />lightly used, and the consensus of the Committee was that this element should probably <br />be pursued no further. Mr. Jankowski pointed out the estimated construction cost for the <br />project including Sunwood Drive. It is about $100,000 higher than the February estimate <br />of $2,850,000. The Sunwood Drive project is very close to the $352,000 total project <br />cost estimated in the 1999 CIP.
