Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt <br />Resolution #98-10-261 approving the issuance of a conditional use permit based on <br />Findings of Fact #0477 and declaring terms of permit to grade and export soils. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />Case #6: Award Contract for I.P. #98-22 (Watermain Looping) <br /> <br />City Engineer Jankowski stated that Improvement Project #98-22 involves watermain <br />installation at two locations which provide critical loops within the water distribution <br />system. This project also provides sanitary sewer service to the Senior Housing Project <br />site on Dysprosium Street. This project was ordered on August 25, bids were ordered on <br />September 22, and opened on October 16, 1998. The low bid was received from W.B. <br />Miller, Inc. in the amount of $115,510.85 which was $24,290 below the engineer's <br />estimate. He noted that the project will be financed through the sewer and water utility <br />account. <br /> <br />City Attorney Goodrich asked that a provision be added to the resolution that it is <br />contingent upon the City acquiring necessary easement fights from the property owners. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to add a term <br />to the resolution which reads: That the award of this contract is contingent upon the City <br />acquiring the necessary easement rights from the property owners as determined by the <br />City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution #98-10-262, as amended, receiving bids and awarding contract for <br />Improvement Project #98-22 (Watermain Looping - Sanitary Sewer Extension) to W.B. <br />Miller in the amount of $115,510.85. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: Modifications to the Economic Development Authority <br /> <br />Community Development Director Sherman reported that the City Council, in its <br />capacity as the Economic Development Authority (EDA) held a joint meeting with the <br />Economic Development Commission (EDC) on September 14, 1998. The purpose of <br />such meeting was to discuss the goals, priorities, and action items that the Commission <br />had developed. Following discussion, the EDA and EDC agreed to merge into one body <br />to provide a more focused and fulfilling role for the members.
