Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />adopt Resolution #98-10-259 approving the issuance of a home occupation permit based <br />on Findings of Fact #0476 and declaring terms of permit, as amended, for an in-home dog <br />grooming business. <br /> <br />Motion carried. Abstain: CouncilmemberBeyer. <br /> <br />Case #4: <br /> <br />Request for Site Plan Review of C.R. Concrete Design; Case of Rick <br />Burnham <br /> <br />This case was removed from the agenda at the applicant's request. <br /> <br />Case #5: <br /> <br />Request for a Conditional Use Permit to Grade and Export Soils; <br />Case of City of Ramsey <br /> <br />City Engineer Jankowski stated that since April, 1997, the City Council has been actively <br />pursuing development of a senior housing facility in Ramsey. These efforts have resulted <br />in the Council selecting a portion of the Laws estate across the street from the water <br />tower as the site for a senior housing rental project. Site preparation requires exporting <br />excess soils from the site and City Code requires a conditional use permit to export more <br />than 400 cubic yards of soil. The approved grading plan reviewed in August would have <br />required exporting approximately 8,000 cubic yards of soil from the site. This would also <br />have necessitated a seven to eight percent grade on the driveway into the underground <br />parking garages, which is not desirable. Therefore, the grading plan has been revised to <br />maintain a five to six percent slope on the driveway into the underground parking <br />garages. Mr. Jankowski explained that this plan requires raising the site elevation <br />approximately two feet by retaining most of the soils on site and exporting 1,800 versus <br />8,000 cubic yards of material. He described the haul route as Dysprosium Street to <br />County Road #5, C.R. #5 south to Industry Avenue and Industry Avenue west to AEC <br />Energy Park. This would eliminate the traffic impact to the residents of the Flintwood <br />P.U.D. Mr. Jankowski pointed out that the wetland located on the site needs to be <br />delineated and protected with a silt fence during construction. The Planning Commission <br />held a public hearing and there were no verbal or written comments received.
