Councilmember Haas Steffen noted a letter from Rose Johnson expressing a concern <br />about small dogs and the fact that Ms. Kucia has a pit bull. She suggested some attention <br />is paid to that letter. <br /> <br />Ms. Frolik suggested that if Ms. Kucia's dog is running at large, as Ms. Johnson has <br />stated, that would be a violation of the City Code. <br /> <br />Councilmember Beahen inquired how Ms. Kucia could assure her neighbors that this will <br />not be an issue. <br /> <br />Julie Kucia, 16511 Yttrium Street NW, stated she has a kennel for her dog and that there <br />have been no complaints to her about the dog. She added that she trusts her dog 100% <br />but if it will make people feel better, she will keep the dog confined in the kennel. She <br />added that her dog would be upstairs from where the grooming is taking place and that if <br />she (the dog) is outside, someone is always with her. <br /> <br />City Attorney Goodrich suggested adding a finding and a condition acknowledging that <br />the applicant has a pit bull and that concerns have been expressed. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to add <br />Finding #18: That the applicant does keep a pit bull in her home which has created some <br />concern by an adjacent neighbor. Therefore, the issue of the compatibility between the <br />pit bull and the home business should be reviewed by City staff every six months. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. Abstain: Councilmember Beyer - because Ms. Kucia is <br />her neighbor. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to <br />adopt Resolution #98-10-258 adopting Findings of Fact #0476, as amended, relating to a <br />request from Julie Kucia for a home occupation permit to establish a dog grooming <br />business in the single family residential district. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. Abstain: CouncilmemberBeyer. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to add <br />Term #12: The applicant does keep a pit bull in her home which has created some <br />concern by an adjacent neighbor.
