Councilmember Zimmerman mentioned 153/155. His concern is now that we have #116
to Armstrong Boulevard built; we should maybe take some more traffic counts.

Extension of Sunwood by the landfill was discussed.

Mayor Gamec pointed out that the Pollution Control Agency might be putting a hold on
development of that property because of groundwater and soil testing.

Councilmember Zimmerman wasn't certain that a road would be considered
development.

Mayor Gamec did not want to spend any money on roads if the City would not able to
develop in the area.

Councilmember Zimmerman stated he has noticed more traffic on #116.

Councilmember-elect Hendriksen interjected that the need for 153rd drops a bit if we get a
second fire station.

Discussion turned to park improvements - specifically Community Park #5. Mr. Norman
noted that has been moved up to the year 1999. Some of the funding sources have been
changed and some of the fees/funding are unknown at this point.

Mr. Norman made the statement that this CIP is a plan - a working document - not
something carved in stone. Staff is encouraging Council to adopt the CIP - knowing that
it is just this - a working document.

Councilmember Zimmerman inquired about the funding for Community Park #5.

Mr. Norman responded that staff is proposing a bond. The owner of this property wants
to settle this year.

Mayor Gamec suggested it is important to obtain the land so we should focus on ways to
make this land purchase.

Again, Mr. Norman stated that no project is necessarily approved by the adoption of the
CIP. It is just a plan. It is subject to change.

Mr. Norman stated that since the property owner of the area for the proposed Community
Park #5 is anxious to settle this year, he would like to place this issue on a subsequent
Council agenda for action. He felt it was the consensus of the Council that this item is a
"go-ahead".

Councilmember Zimmerman felt that the consensus is to get the land but there is still
questions about the funding sources.

Council Work Session/November 30, 1998
