Mayor Garnet stated that the intent was we were not going to develop it immediately -we
would approve the purchase of the land and then the Park and Recreation Commission
could have some input about the development and ideas for funding.

Fire Station #2: Fire ChiefKapler disseminated appraisals of three separate properties.

Also discussed was the land acquisition for 153/155 and the alignment of same. Plans
were designed so as not too impact any wetlands. Discussion ensued relating to 153/155
and the second fire station and what size area of property would be needed for this second
station.

Assistant Fire Chief Hoxter summarized the appraisals for the proposed sites for the
second fire station.

Mr. Norman inquired if the Community Park #5, and Central Park should be placed on
the Finance Committee.

Parks/Utilities Supervisor Boos stated that with regard to Central Park, the east 35 acres
is in the most recent CIP for acquisition. The owner wants to sell. A determination of
funding sources is still being developed.

Mayor Gamec suggested bringing back the whole works - all of the proposed park
improvements - and take care of it all at once.

Mr. Norman noted that something has come up in the Police Department that needs
discussion. We have a female officer who is expecting her first child in July 1999. This
will be our first experience with this. We will talk with other cities to determine how
they handle this type of situation. In the year 2000, we will have one of our officers in
FBI training. Two officers have been previously brought on board using the COPS
FAST grant. A request for additional officers was removed from the budget, however,
staff has been having discussions of a replacement and in doing research about number of
officers versus population, Ramsey is the lowest of all similar cities. He stated that he
would be gathering more information relating to this other than just per capita.

ADJOURNMENT

Consensus was to adjoum the work session at 6:52 p.m.

Respectfully submitted,

Thieling '
Deputy City Clerk

~(~~m~n~strator

Council Work Session/November 30, 1998
