Environmental Quality Board Monitor' on December 28, 1998. The 30-day comment <br />period will end on January 27, 1999. SRF would then compile all comments received <br />and prepare a Record of Decision responding to the comments. The City would then pass <br />a resolution of Negative Declaration on the need for an Environmental Impact Study. <br />The Negative Declaration would be passed on to the FHWA through MnDOT and the <br />FHWA would issue the Finding of No Significant Impact. Staff is estimating the finding <br />could be complete by the end of February. Staff is also setting up a meeting with the <br />Commissioner of Transportation, the Mayor and a Councilmember to discuss the signal <br />at 142"a. <br /> <br />Upon inquiry, Mr. Jankowski responded that once the process has begun, it will not get <br />moved back further. <br /> <br />Council directed that staff wait to send letters to the property owners affected by the T.H. <br />#47 improvement until MnDOT has signed off on it. Council also directed that if Mr. <br />Jankowski has not heard from the State by the end of the week that he should contact <br />them. Council asked that staff solicit a letter from the Anoka County Engineer <br />supporting the City's efforts on T.H. #47. <br /> <br />The second issue of discussion was the improvement of C.R. #116 between T.H. #47 and <br />C.R. #57. Staff drafted a Request for Proposal for a Corridor Study to be reviewed by <br />Anoka County. <br /> <br />Upon inquiry as to who is responsible for #116, Mr. Jankowski replied that the County <br />will participate 50% and the other 50% will be split between Anoka and Ramsey with <br />Ramsey paying the larger share due to the larger portion of highway frontage. <br /> <br />3) Consider Hiring Consultant to Prepare Comprehensive Water Study <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to retain <br />the firm of Bolton & Menk to perform the update of the water utility comprehensive plan <br />in an amount not to exceed $18,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman, <br />Beahen and Haas Steffen. Voting No: None. <br /> <br />Case #8: Report from Finance Committee <br /> <br />1) Review and Adopt 1999 Enterprise Fund Budgets <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution #98-12-311 adopting the 1999 Enterprise Fund Budgets. <br /> <br />Motion carded.
