5) <br /> <br />Public Works Director's Performance Appraisal and End of Probationary <br />Period <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution #98-12-310 ending the one-year probationary period for Director of Public <br />Works/Fire Chief Dean Kapler. <br /> <br />Further discussion: Councilmember Haas Steffen pointed out that when Mr. Kapler was <br />first hired, it was with the understanding that a certain percentage of time would be in the <br />Public Works Department and the remainder in the Fire Department. That percentage <br />was to change yearly. She noted that this was not indicated in Mr. Kapler's performance <br />appraisal. There also was no suggestion of how to increase Mr. Kapler's knowledge of <br />the Public Works aspect of his position. Mr. Norman responded that when Mr. Kapler's <br />position was created, it would require more time with Public Works and eventually <br />moving toward more in the Fire Department. This may have to be discussed more <br />thoroughly in a work session. It appears there may not be more time allowable for the <br />Fire Department. With regard to training, Mr. Kapler has taken supervisory training plus <br />some public works training. We will continue to seek training in public works. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />6) Authorize Process to Begin to Replace Administrative Services Manager <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />authorize staff to begin the process the replace the Administrative Services Manager <br />position. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #6: Report from Public Works Committee <br /> <br />1) Request for Stop Signs at 144th Lane and Tungsten Way <br /> <br />City Engineer Jankowski reported that the consensus of the Public Works Committee was <br />to delay action on placing stop signs at 144th Lane and Tungsten Way and to direct <br />additional radar checks be done in that vicinity and to redo the traffic counts in the spring <br />of 1999. <br /> <br />Council ratified the suggestion of the Public Works Committee, <br /> <br />2) Update on T.H. #47 and C.R. #116 Projects <br /> <br />Mr. Jankowski stated that there has been some progress on #47. The Environmental <br />Assessment with the signal issue at 142nd unresolved, will be published in the <br /> <br />City Council/December 15, 1998 <br /> Page 9 of 13 <br /> <br /> <br />
