Ms. Ruehle stated the County, in cooperation <br />with the Metropolitan Council, intends to move ahead with the acquisition using a combination <br />of financial resources including $680,000 of federal dollars allocated to right-of-way acquisition <br />for the Northwest River Crossing and $1.2 million from the Revolving Acquisition Loan Fund <br />(RALF) program initially designated to the Todd Bialon property that has not materialized. <br /> <br />Ms. Ruehle stated Commissioner Berg has indicated that the acquisition itself involves no <br />financial commitment from the City of Ramsey. The County and Metropolitan Council do <br />however need assistance from the City to officially map the property so that it may qualify for <br />funds under the RALF program. Scott McBride of SEH has indicated the cost to officially map <br />this specific parcel would be a minimal cost of $5,000 or less. This cost does not include a Phase <br />1 Environmental Review, which she would recommend to ensure that there are no contaminants <br />on the property. <br /> <br />Community Development Director Trudgeon stated a lot of the discussion regarding the Boike <br />property over the past year has been in trying to determine strategies in how the City could <br />purchase the property. The discussion eventually came to the conclusion of the Council being <br />uncomfortable putting City dollars towards the purchase. With these negotiated terms the <br />County is saying the cost would be their responsibility, but the City's assistance would be needed <br />with the RALF funds. The funds that were penciled in for the Bialon property would be utilized <br />to help purchase the Boike property. There is another round of RALF funding that will be <br />available in June; the Bialon property could be added to that application list if the property is <br />willing to go forward. Mr. Trudgeon indicated Council should consider whether to generally <br />support the purchase of the Boike property and commit to assist with official mapping of the <br />property. This would also involve Council understanding that the allocation of RALF funds to <br />the Boike property could possibly take way the ability to purchase the Bialonproperty on <br />Highway 10, at least temporarily. If Council agrees to proceed with the Boike property a <br />resolution to officially map the property will be included on the agenda of the next City Council <br />meeting. <br /> <br />Metropolitan Council Representative Natalie Haas Steffen stated it is important to point out that <br />even if the City takes the action to officially map the Boike property it is not a done deal, but the <br />mapping needs to be done to be eligible for any RALF funds. In order for this to be considered <br />the City needs to take formal action to officially map the Boike property. Also, Commissioner <br />Berg has said he needs $1.2 million minimum to proceed. These funds would be available if the <br />allocation of the RALF funds is switched from the Bialon property, but that cannot be done <br />unless Council takes positive action on the mapping. Council should also note that this is not a <br />done deal. She stated Ramsey will not receive funding for both the Boike and Bialon property in <br />this funding period. All of the RALF funds through June are committed. <br /> <br />Ms. Ruehle stated she recommends the City officially map the Boike property. All of the <br />concepts in the TH 10 Access Management Study show the need to take the full property. <br /> <br />Mayor Gamec commented this would be the way to proceed in order to move on the property <br />and stop development, and Mr. Boike is a willing seller at this time. <br /> <br />City Council Work Session I March 20, 2007 <br />Page 2 or 13 <br />
