<br />Councilmember Jeffrey noted the positive aspect of moving forward with this. He asked if <br />proceeding with this negotiated agreement will require the City to become whole on their <br />obligations to the County on the right-of-way to the west of Diamonds. <br /> <br />Community Development Director Trudgeon replied his understanding is that will still occur, but <br />it has not been discussed as part of this agreement. <br /> <br />Ms. Ruehle stated in her conversations with Commissioner Berg he did not indicate that would <br />be part of the deal, but this can be clarified. <br /> <br />Interim City Administrator Nelson indicated the right-of-way would be a stormwater <br />management expense, which Diamonds is aware of. <br /> <br />Councilmember Dehen asked if the official mapping would occur before the property IS <br />purchased. <br /> <br />Ms. Ruehle responded in the affirmative. <br /> <br />Councilmember Dehen noted the cost for the mapping is roughly $5,000 and the purchase price <br />is $3 million. There will be $680,000 coming from federal dollars and possibly $1.2 million <br />from diverted RALF funds. He questioned where the rest of the money will come from. <br /> <br />Mayor Gamec replied the funds will come from the County. <br /> <br />Councilmember Dehen inquired about the State's involvement in the location of the crossing and <br />asked if there is a document that assures the City of the location for the crossing. <br /> <br />Community Development Director Trudgeon explained MnDOT has been participating with the <br />THI0 Access Management Study which shows each alignment requiring a taking of the Boike <br />property. <br /> <br />Councilmember Dehen questioned if there is certainty that the corridor will be located where this <br />bridge crossing will be, as opposed to one mile up or down the road. <br /> <br />Ms. Ruehle explained there was a scoping direction put out by MnDOT three or four years ago <br />that identified one location for where the bridge ends on the Ramsey side; there are three <br />different directions it can go on the Dayton side. With the THI0 Access Management Study <br />they looked at all of the options for the other side of the river, and they all matched up with the <br />location on the Ramsey side. <br /> <br />Councilmember Elvig stated there is the question of putting these funds into something that <br />could ultimately never happen. However, there has been enough discussion regarding the Boike <br />property that it is his opinion if they do not move forward Mr. Boike could have a case for <br />reverse condemnation. He expressed concern that if this bridge goes across to Dayton, but is not <br />routed appropriately once it is in Dayton, it will not be any better of a bridge crossing than what <br /> <br />City Council Work Session I March 20, 2007 <br />Page 3 or 13 <br />
