<br />is currently in Anoka. He noted the possibility of the bridge not being necessary in the future if <br />Highway 10 is improved to three lanes in both directions with a trail, and questioned the effects <br />on the possible resale of this property if RALF funds are involved. <br /> <br />Metropolitan Councilmember Haas Steffen stated the City will not own the property; the County <br />will own it. The County has declared excess in terms of property before, and it would have to go <br />back in the same fund it was taken out of. She pointed out that the County has planned for CR <br />116 to be hooked up to Highway 10 for a long time. Even if there is no bridge crossing, there <br />will be needs for the rail and what is necessary for rail traffic. <br /> <br />Councilmember Elvig inquired about possible capital gains impacts and the possibility of two <br />acquisitions on the Boike property with the strip on Highway 10 acquired under different <br />circumstances than the rest of the property. <br /> <br />Metropolitan Councilmember Haas Steffen stated if the property were to be sold for more than it <br />was purchased for the funds would likely need to go back to the RALF fund. She stated the <br />purchase should not be made more complicated with more than one acquisition. Commissioner <br />Berg has indicated he needs $1.2 million to make this work at a County level. <br /> <br />Councilmember Elvig inquired about the need for a bond since the RALF fund does not <br />currently have money available. <br /> <br />Metropolitan Councilmember Haas Steffen stated this is money Ramsey is in the pipeline to <br />receive for the acquisition of a piece of property that will not come to fruition. The Metropolitan <br />Council would be asked to spend the money on the Boike property instead of keeping it in the <br />pipeline for that other piece of property. <br /> <br />Mayor Gamec verified with Ms. Ruehle that there are no obligations with the Bialon property. <br /> <br />Councilmember Look inquired about any ramifications in regards to officially mapping the <br />Boike property if this deal does not go through. <br /> <br />Ms. Ruehle replied the mapping is simply a document that is signed and registered at the County. <br /> <br />Councilmember Look stated his understanding is that if something is mapped the property is <br />difficult to sell. He asked if there are any repercussions on retracting the mapping. <br /> <br />Ms. Ruehle indicated the mapping can be retracted; it is an ordinance the City puts in place. She <br />explained one reason for the urgency is that Commissioner Berg has indicated he needs to <br />provide Mr. Boike with a check for $850,000 by the end of March to make this deal work. <br /> <br />Councilmember Look stated he is actually in agreement with the bridge going through before the <br />Highway 10 realignment, and there may not be a need to pull the trigger on the immense expense <br />of Highway 10.
