<br />Interim City Administrator Nelson replied the resolution does not include any obligation to the <br />City other than stating their support to the mission of the Foundation. <br /> <br />Councilmember Olson stated the Foundation would actually be in the position to support <br />activities that the City endorses. <br /> <br />Motion by Councilmember Olson, seconded by Mayor Gamec, to adopt Resolution #07-03-082 <br />in Support of the City of Ramsey Foundation, Inc. <br /> <br />Motion carried. Absent: Councilmember Dehen. <br /> <br />Case #6: <br /> <br />Report rrom Public Works Committee Regarding Orrer to Purchase <br />Pro~erty at 5860 157th Lane to Connect Neon Street between 157th Lane and <br />157t Avenue <br /> <br />City Engineer Jankowski reviewed that during the course of the approval process for the Rum <br />River Meadows townhome development, the City Council directed staff to secure a first right of <br />refusal for a property north of this subdivision to allow for a future street connection to 157th <br />Lane. The options for reducing the length of the cul-de-sac for the street serving this <br />development were severely limited since the areas south and west of this development are <br />wetlands. Staff was directed by Council at the February 13, 2007 meeting to make a contingent <br />offer for the purchase of a property best suited for this purpose. The contingencies included (a) a <br />traffic study favorable to the making of the connection; and (b) an appraisal validating the listed <br />purchase price of the property. Council further directed that the immediate neighborhood be <br />notified of the City's intent to purchase this street connection. Mr. Jankowski stated a contingent <br />offer from the City has been made to and accepted by the property owner of 5860 157th Lane in <br />the asking price of $282,900. An appraisal of this property has been received from David C. <br />Hughes, a certified residential appraiser, which supports the value ofthe City's offer. <br /> <br />City Engineer Jankowski advised a traffic analysis evaluating the impact of this street connection <br />on the area has been prepared by Bolton & Menk Consultant Engineer Inc. dated March 7, 2007. <br />This study presented the following conclusions: <br />· The connection will increase the volume of traffic using 157th Lane west of TH 47 by <br />approximately 90 vehicles per day (9%). <br />· The traffic on Potassium Street wi11likely decrease by 50 vehicles per day. <br />· This connection will allow local neighborhood traffic to access TH 47 without using <br />Alpine Drive, Nowthen Boulevard, or 158th Avenue; traffic on these routes will decrease <br />slightly. <br />· The intersection should be controlled as a thru-stop, with the north and south legs <br />stopping for east-west approaches. <br /> <br />City Engineer Jankowski stated staff notified 89 residents who would likely be affected by traffic <br />changes of an open house which was held on Wednesday, March 7, 2007 to present the results of <br />the traffic impact study. Four residents (representing two properties) attended this meeting.
