Mr. and Mrs. Grams residing at 15764 Osmium Street were <br />in attendance primarily for informational purposes. In addition, staff met with the two adjacent <br />neighbors individually. Dan and Cindy Hostetler who reside at 5870 - 157th Lane indicated a <br />preference for the status quo but would be open to considering a number of elements to mitigate <br />the impact of the extension. Jason and Bonnie Hendricksen who reside at 5850 - 157th Lane <br />express,ed opposition with the proposal. Staff reiterated at the meetings with the residents the <br />anticipated schedule outlined in the notification letter. Specifically it was stated that this issue <br />would be discussed by the Public Works Committee at the regular March 20th meeting and that <br />the recommendations of the Committee would be considered by the City Council at the March <br />27th meeting. Mr. Jason Hendricksen also appeared at the March 20, 2007 Public Works <br />Committee meeting to reiterate his opposition to the extension of Neon Street. The Committee <br />discussed with Mr. Hendricksen measures which could mitigate the impact which could include <br />landscaping, extension of his irrigation system, and the creation of buffer space by relocating the <br />roadway westward. <br /> <br />Mr. Jankowski advised the Rum River Meadows development will need to modify its right-of- <br />way configuration from that ofa cul-de-sac to a through street. Staff has attempted to contact the <br />owner of Rum River Meadows; the developer has not responded to staff s request for discussion <br />on this matter. It could be anticipated that construction of the connecting street would be done at <br />the same time that the improvements for this subdivision are made. Mr. Jankowski outlined the <br />itemized costs included in the estimated price range of $319,000 to $337,000 to purchase the <br />property at 5860 157th Lane and complete the street connection. He advised possible funding <br />sources to facilitate this proposal could include the Sewer Trunk Fund, Water Trunk Fund and <br />PIR Fund. <br /> <br />Mr. Jankowski advised it was the direction of the Public Works Committee to sell the house <br />directly to a house mover. The Public Works Committee recommended that the City Council <br />declare the two contingencies on the offer to purchase the property at 5860 157th Lane which <br />include (a) an appraisal supporting the offered purchase price; and (b) a traffic study being <br />favorable to the Neon Street connection, as being satisfied, and that staff be directed to close on <br />the purchase of the property. <br /> <br />Councilmember Jeffrey questioned how the project will be completed if the City is unable to <br />contact the developer of Rum River Meadows. <br /> <br />Mr. Jankowski explained the need for the project would stem primarily to make the loop from <br />157th Avenue, and because of the geographic association with that parcel of land any <br />development that would be located south of there would have the same road alignment. Whether <br />the connection happens at this time or whenever that property gets developed it would still <br />achieve the purpose the Council is looking for, but admittedly the need for it would be less <br />without that development. . <br /> <br />Councilmember Jeffrey asked if the City has an agreement with Rum River Meadows for the <br />easement that would be needed to create the roadway, or if they will need to request that an <br />easement be dedicated. <br /> <br />City Council I March 27, 2007 <br />Page 11 of 19 <br />
