Absent: Councilmember Dehen. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #A: <br /> <br />Consider Authorizing the Official Mapping or a Portion or the Northwest <br />River Crossing and the use or RALF Funds to Purchase Property within the <br />Northwest River Crossing Corridor <br /> <br />Community Development Director Trudgeon reviewed that for the past year, the City of Ramsey <br />and Anoka County have been in discussions with Mr. Larry Boike regarding the purchase of his <br />property located within the future Northwest River Crossing Corridor at 14453 Llama Street. <br />Information from the recently completed Highway 10 Access Management Study indicates that <br />the Boike property will be impacted both by the future river crossing as well as by needed <br />interchanges to connect to Highway 10. Mr. Trudgeon stated Anoka County has informed the <br />City that the purchase of the Boike property is a transportation priority for the region. Mr. Boike <br />has previously marketed his land for development, but has been willing to sell the land to Anoka <br />County. Anoka County is planning on using several sources to fund the purchase of the Boike <br />property. These include use of Federal Funds, other County sources, and RALF funds <br />administered by the Metropolitan Council. The City of Ramsey has successfully been using <br />RALF to purchase several properties in the Highway 10 corridor. To that end, the City of <br />Ramsey and Metropolitan Council have earmarked some RALF dollars for additional purchases <br />along Highway 10. Anoka County is requesting that the City allow for approximately $1.2 <br />million of the earmarked funds to be utilized, the Metropolitan Council is requiring (a) that a <br />letter from the City be sent indicating that Ramsey will allow the use of the earmarked RALF <br />dollars and that the City understands that no additional funding for purchases in the Highway 10 <br />Corridor will be available until June 2007; and (b) that the Boike property be officially mapped <br />in order to be eligible to use RALF. <br /> <br />Mr. Trudgeon stated Bolton and Menk have quoted a price of $7,500 for official mapping of the <br />Boike property. This would be the only cost the City would incur as part of this transaction. The <br />following three motions are being requested from Council: (1) adopt a resolution authorizing the <br />City of Ramsey to Officially Map the Boike property as part of the Northwest River Crossing <br />Corridor; (2) enter into a contract with Bolton and Menk regarding the creation of an Official <br />Map of the Boike property for the Northwest River Crossing Corridor; (3) authorize the City to <br />send a letter to Metropolitan Council indicating the City's support of utilizing RALF funds <br />currently planned.for use in the Highway 10 corridor for the purchase of the Boike property. <br /> <br />Metropolitan Councilmember Haas Steffen stated rather than the letter from the City stating they <br />would like to use the RALF funds for the Boike property, the City needs to withdraw the request <br /> <br />City Council I March 27, 2007 <br />Page 4 or 19 <br />
