<br />to use the RALF dollars for a particular site, and that site must be named. The City must also <br />work with the County to include this property in an official work plan. She stated whether or not <br />there is a river crossing, the Boike property will need to be acquired to complete what the County <br />and State want to accomplish with Highways 83 and 10. Metropolitan Councilmember Haas <br />Steffen stated when this purchase was discussed at work session, Councilmember Elvig raised <br />the question of whether the property should be purchased in portions. In talking with Anoka <br />County Commissioner Berg, the intent is to purchase the property right along Highway 10 and it <br />will be used to widen Highway 10 with the federal dollars. Councilmember Elvig's concerns <br />related to capital gains. The federal government is the only government entity that requires the <br />return of capital gains. Purchasing the property immediately along Highway 10 will ensure that <br />the property will be used, and there will be no question with the County and Metropolitan <br />Council regarding the use of RALF dollars if all of the 41 acres were not be used. <br /> <br />Community Development Director Trudgeon indicated the letter to the Metropolitan Council is <br />included on page 92 of the Council's packet. He suggested the motion allow staff the ability to <br />tweak the letter to state the RALF funding request more explicitly, and to grant staff authority to <br />work with the County to enter into an official work plan. <br /> <br />Councilmember Elvig questioned if the City will be eligible to receive the RALF funding back <br />for other projects if the Boike transaction is not completed. <br /> <br />Mr. Trudgeon replied the purpose of withdrawing the funding request seems to be to keep the <br />City from requesting additional RALF funding during the current funding cycle if the funds are <br />utilized for acquisition of the Boike property. If this deal were to fall apart he would hope <br />everyone would try to work with the City if they are able to negotiate a deal for the Bialon <br />property, but only the Metropolitan Council could guarantee that. <br /> <br />City Attorney Goodrich recommended the following language be added to the third motion: To <br />draft/execute such document required by the Metropolitan Council to ensure that the previously <br />allocated City RALF funds for the Bialon property may now be allocated for the purchase of the <br />subject property (Boike property). <br /> <br />Councilmember Elvig stated there have been a lot of discussions about this property, and <br />Ramsey is interested in this property and securing this corridor. The Council turned down <br />purchasing this property at one point, knowing Ramsey could not afford it and that it is a State <br />and County issue. He appreciates the way everyone has come to the table with this. He directed <br />staff to provide the City of Anoka with a copy of this case and the minutes to show Ramsey's <br />commitment to this process. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, (1) to adopt Resolution <br />#07 -03-081 authorizing the City of Ramsey to Officially Map the Boike property as part of the <br />Northwest River Crossing Corridor; (2) to enter into a contract with Bolton and Menk regarding <br />the creation of an Official Map of the Boike property for the Northwest River Crossing Corridor; <br />(3) to authorize the City to send a letter to Metropolitan Council indicating the City's support of <br />utilizing RALF funds currently planned for use in the Highway 10 corridor for the purchase of <br />the Boike property, and to draft/execute such document required by the Metropolitan Council to <br /> <br />City Council I March 27, 2007 <br />Page 5 or 19 <br />
