Councilmember Jeffrey inquired what will be done if parking spills over into Midwest Car Care,
which was known to be a sensitive issue in the past.

Economic Development Coordinator Sullivan replied this can be discussed with the owner of
Midwest Car Care; they may be able to get together with the owners of HealthQuest regarding
the parking. He indicated he believes there are 32 spaces on the site.

Councilmember Olson commented this amount of spaces should be sufficient for a 30 minute
workout facility. .

Consensus of the Council was to direct staff to bring forward the HealthQuest lease for approval.

Economic Development Coordinator Sullivan indicated when the case is presented to Council it
will include information regarding costs for the improvements, but they will be reimbursable
costs.

2) PSD LLC Developments in RTC

Interim City Administrator Nelson reviewed that at the February 27, 2007 City Council work
session, Jim Deal and Curt Martinson of PSD, LLC discussed the plans for the land they
currently own within Ramsey Town Center. Due to time constraints, they were not able to
complete that discussion. They have been invited back to present what they are doing with their
properties in Ramsey Town Center, LLC.

Mr. Deal informed the Council that PSD, LLC has signed an agreement with the 10th Judicial
District that will include approximately 8,000 SF of office space. The Anoka County Medical
Examiners Office has located their position and surveying is in the process. Mr. Deal stated with
regard to the development of the five acres, his feeling is that there needs to be an aggressive
marketing for the City of Ramsey beyond this project. He has met with the Ramsey Foundation.
and feels they may be able to play a cooperative role in how that unfolds. A foundation has a
unique value because there are many things a foundation can do that a city or college cannot do.
He looks forward to working with Council and the Ramsey. Foundation to see how they can
unravel this to make a meaningful type of marketing concept.

Mr. Deal informed Council about the concept for five acres owned by PSD, LLC within Ramsey
Town Center, including a Golds Gym, hotel and civic functions. He explained PSD, LLC is
working to pin down the gym, followed by the hotel and the civic functions. Mr. Deal and Mr.
Martinson provided Council with an overview of the concept plans for the following:
· Golds Gym with a building footprint of approximately 38,000 SF
· Hotel with 80 to 100 rooms on Floors 2 through 5 and retail on Floor 1; connection to a
restaurant and conference rooms
· Possible uses including youth rooms, teen places, climbing wall, water park, skate park,
kitchen facilities, arts and crafts area. Possibility of City involvement with a civic
component tied to the uses. Possibility of a Park and Recreation Department officing in
this location and managing the civic components.

City Council Work Session I April 3, 2007
Page 3 or 14
