The following was discussed in relation to the concept plan:
· The parking ramp included in the concept plan
· The possibility of resident discounts with Golds Gym
· Community benefits provided by the proposed uses
· The need for the City to continue ongoing discussions of a City Park and Recreation
program
· Synergy with Crest View and the proposed uses I possibility of a skyway or scheduled
van pickups for Crest View residents
· The possibility ofthe site becoming a destination site

Mr. Deal stated PSD, LLC would like to move quickly to secure an agreement with Golds Gym
if there is general agreement from Council on the basis of the concept that has been presented.

Public Works Director Olson advised it should be kept in mind if the civic uses included in the
Ramsey Town Center master plan are changed and it is determined that the community center
will be attached to Golds Gym, they will need to consider the disposition of the land where the
civic component had been envisioned. He asked if there is an estimate of cost participation from
the City's perspective.

Mr. Deal replied the cost participation would be in the hands of the City in relation to the uses
they would like to include and the desired arrangement.

Interim City Administrator Nelson asked if Golds Gym is seeking anything specifically from the
City in terms of the surrounding uses in making a decision on whether to locate in Ramsey.

Mr. Deal replied he believes the owner of Golds Gym would like to meet with the City if there is
to be a working relationship with the City. He does not believe he is looking beyond resident
discounts at this point.

Acting Mayor Strommen noted the general consensus of the councilmembers present is in
agreement with the components that have been outlined and interest in the energy the proposed
concept would bring to the area. She noted there are two members of the Council that are not
present tonight.

Mr. Deal indicated PSD, LLC would like to start working with staff to present the concept plan
with Golds Gym, and would continue to work on the hotel aspect of the concept.

Councilmember Jeffrey urged the discussion of a conference site to be included in the hotel
discussions to ensure the correct planning for the amount of rooms that would be needed.

Councilmember Olson pointed out that an additional hotel facility could be a good use on the
land where the civic component was originally included in the master plan.

Acting Mayor Strommen requested this item be included on an upcoming worksession for
further discussion when the entire Council is present.

City Council Work Session I April 3, 2007
Page 4 or 14
