<br />Interim City Administrator Nelson indicated staff will meet with PSD, LLC and will provide <br />additional information to Council within the next couple of weeks. <br /> <br />The meeting was recessed at 6:45 p.m. and reconvened at 6:50 p.m. <br /> <br />2A) Council Direction Regarding Ramsey3 <br /> <br />Interim City Administrator Nelson indicated direction is needed from Council in relation to <br />something that occurred last Thursday following the Ramsey3 session when a member of the <br />audience announced he would be starting his own meetings beginning this Thursday night. Mr. <br />Bob Ramsey booked a room at the municipal center and a request has been made to have QCTV <br />air the meeting.Councilmember Look has said he would be involved formally in the meeting. <br />Ms. Nelson stated she had indicated to Mr. Ramsey that as a resident coming in to use the facility <br />there is a fee involved. Ms. Nelson requested on a broader basis that Council discuss what type <br />of City resources will be used to deal with other meeting forums in addition to the Ramsey3 <br />forums. She requested direction on how staff should respond to these issues. <br /> <br />Councilmember Jeffrey asked if the charge for use of the municipal center is consistent with the <br />room rental policy adopted by the Council. <br /> <br />Interim City Administrator Nelson replied yes. She explained she informed Mr. Ramsey there is <br />a fee for use of the room. She was then informed that a councilmember would be facilitating the <br />meeting, in which case a fee would not be required. <br /> <br />Councilmember Look stated Bob Ramsey has attended the Ramsey3 meetings, and his take on <br />the issue is that Ramsey3 is promoting tools to assist in the City's comprehensive planning <br />process. After doing a substantial amount of research on the internet it has come to his <br />understanding and to Mr. Ramsey's understanding that these tools have been in place since 1970 <br />and in many cases have failed. Mr. Ramsey wants to convey to the people of Ramsey the other <br />side of the issue and give them all the information. If some of these tools that are being proposed <br />have failed, they should be aware of that before they implement those tools and possibly fail in <br />their comprehensive planning. Councilmember Look stated his initial response was that the <br />Ramsey3 forum was to get the public engaged and he finds no reason to see that Mr. Ramsey is <br />not engaging 100%. Unfortunately it is being viewed as contradictory information and people <br />are fighting the issue. He looks at the fact that Mr. Ramsey is willing to get engaged as positive. <br />Councilmember Look stated he is not intimately aware of the rental policy, but understands if a <br />councilmember sponsors the event there would not be a fee for the use of the room. As he <br />understands it there is not a fee for the use of the room with the Ramsey3 folks. <br /> <br />Acting Mayor Strommen stated the Ramsey3 project was a project of the City; the City applied <br />for a grant that is covering the cost of the Ramsey3 activities. <br /> <br />Councilmember Look stated he was not covering the event to begin with, but has decided to <br />because of the way staff has dealt with this issue and the absolute lack of willingness to support <br />Mr. Ramsey and his willingness to research both sides of this.
