<br />Councilmember Look stated the meeting has been brought about by Mr. Ramsey. He became <br />involved asa councilmember because of the $80 fee for the room. Senator Jungbauer will be a <br />special guest that evening and he would encourage the City to get behind this. Senator <br />Jungbauer is a major player in this area with a background in environmental science, and he will <br />have valid points on this. The bottom line is that the net result of these meetings will get citizen <br />involvement. He stated he contacted Interim City Administrator Nelson to see if QCTV would <br />be available to cover the event; his understanding is that QCTV does not come here aside from <br />requests from the City, so the City holds the key and controls the information. If QCTV is not <br />able to be here, so be it. The potential liability the City has is the public perception that valuable <br />information is not being made available, and just the one side is being made available. <br /> <br />Councilmember Jeffrey stated Council still has a responsibility to carry out the Ramsey3 process <br />as was decided by the City. Ramsey3 is a forum and what people take from that is their choice. <br />He does not know that he agrees with everything that was said in the forums; there were some <br />good and valid points, and he has taken away a handful of things from what he has heard so far. <br />Three important things to discuss are the room rental policy in relation to the request from Mr. <br />Ramsey to use the municipal facility space; whether the City will write a check for Mr. <br />Ramsey's event to be put on QCTV; and how much staff time will be tied up on a citizen event. <br /> <br />Councilmember Olson stated there are more than two vantage points to look at this whole <br />process; it could go off in a number of different directions. The fact remains that Ramsey3 is the <br />vehicle that was chosen to help move the comprehensive plan forward with citizen input, and she <br />does not see that there is not room for more than one opinion. They need to develop all opinions <br />under the umbrella of Ramsey3, which is the City endorsed vehicle. <br /> <br />Councilmember Dehen stated he understands the point about there being a process for resolving <br />issues, yet on the other hand he thinks people can come in and meet and voice their opinions, and <br />decide what they want. If it is an issue of the $80, that is not that significant to the City's coffers. <br />He is concerned about giving one opinion certain resources and not providing that to the other <br />opinion. If people want to voice their opinions and use the municipal center to do that he does <br />not have a problem with that and does not view that as undermining the process. Any time they <br />can get people to talk and debate it is a good thing that can be used to enhance the process. <br /> <br />There was additional discussion and debate with the following main points made by <br />councilmembers: <br /> <br />Councilmember Strommen stated her issue is not with the citizens using the municipal center <br />space to debate an issue; there is a policy in place for that. She takes a little bit of an issue in that <br />if Councilmember Look has a problem with the Ramsey3 process, which is an official City <br />process, and he wants to sponsor something else, he owes the Council the professional courtesy <br />to come to the Council and state he does not think the process is complete and will be sponsoring <br />something else. <br /> <br />Councilmember Look stated he has been a councilmember for three months. He is not trying to <br />railroad anyone.
