The Ramsey3 website says they want to get people engaged in the <br />process; apparently it does not. <br /> <br />Councilmember Jeffrey stated councilmembers have a professional responsibility when the body <br />decides on something to move forward as a City, even if a councilmember voted against the <br />decision. Ramsey3 was approved. He does not disagree that there are other points of view to be . <br />heard. He has an issue that the meeting that has been scheduled conflicts with the Planning <br />Commission members being able to attend due to the scheduled Commission meeting. He is also <br />concerned with an individual councilmember applying muscle to staff. <br /> <br />Councilmember Look stated Interim City Administrator Nelson informed him that Council <br />approval was needed for QCTV to air the meeting. He did not vote for Ramsey3; it was voted on <br />before he came on the Council. The bottom line is if a person in the community wants to speak <br />and use this room they should have that ability. The City should be courteous to them and say <br />they want to hear what they have to say. <br /> <br />There was continued discussion by councilmembers regarding the Ramsey3 process, the request <br />by Mr. Ramsey for use ofthe municipal center for a resident meeting in relation to the municipal <br />center room rental policy, and Councilmember Look sponsoring the meeting. <br /> <br />Councilmember Jeffrey stated if the rental policy that passed this year is in question it should be <br />revisited. He agreed with it then, and he agrees with it now. Secondly, the Code of Conduct <br />should be reviewed by the Council. He struggles with the fact that there could be individual <br />councilmembers flexing muscle. When this Council makes a decision the body needs to move <br />forward; councilmembers cannot become activists on other pieces of this. These things should <br />be revisited in short order so the councilmembers are all on the same page. <br /> <br />Interim City Administrator Nelson stated there is a cost for the use of the municipal center. <br />Council should be aware if there is a policy adopted that says any resident of Ramsey can use the <br />building, followed up with that will be the request to provide the resources to manage that. <br />There is an impact to this type of policy. <br /> <br />Councilmembers discussed the budgetary impacts of allowing the municipal center to be <br />available at no cost. <br /> <br />Councilmember Look stated his problem is that Mr. Ramsey paid and is currently paying for this <br />facility. The meeting Mr. Ramsey has scheduled has to do with a process they are currently <br />going through and will include information that the people may benefit from. Mr. Ramsey is not <br />here to talk about some obscure issue; this is very appropriately timed and that is his only reason <br />for backing Mr. Ramsey up. <br /> <br />Councilmember Jeffrey clarified he does not think the room rental policy needs to be brought <br />back for the Council to vote on it again, but it should be reviewed. He stated he manages a <br />facility not more than one mile from here and this facility undercuts his rates by a large amount, <br />but he supports the policy because he thinks it is right. He stressed that the Council should also <br />review the Code of Conduct to be sure it is clear to all of the members. <br /> <br />City Council Work Session I April 3, 2007 <br />Page 8 or 14 <br />
