7550 Sunwood Drive NW • Ramsey, Minnesota 55303 <br />City Hall: 763 -427 -1410 • Fax: 763 - 427 -5543 <br />www.ci.ramsey.mn.us <br />March 30, 2007 <br />Revised.• April 19, 2007 <br />Martin Klain <br />A- Squared <br />1201 Broadway <br />Suite 304 <br />New York, NY 10001 <br />Re: Preliminary Site Plan Review — Hack Center <br />Dear Mr. Klain, <br />We are in receipt of a Site Plan, Utility Plan, Grading and Erosion Plan, Landscape Plan, and <br />Detail Sheets prepared by Pioneer Engineering and dated March 6, 2007, revised April 13, 2007 <br />and Building Elevations prepared by A- Squared dated March 11, 2007, revised April 16, 2007. <br />We offer the following comments: <br />General: The site plan is proposing to develop three commercial buildings (a multi -tenant retail <br />building, restaurant, and single -tenant retail building) on Outlot A of Rivenwick Village. The <br />subject properly is located on Riverdale Drive east of Ramsey Blvd. A minor subdivision request <br />is being considered along with the site plan. <br />Zoning: The site is currently zoned Mixed -Use PUD; retail and restaurant uses are permitted in <br />this zoning district. As permitted by the MU -PUD District, B -2 Business District standards will <br />be used to evaluate the site plan proposal. <br />Building Coverage: Outlot A is 9.3 acres in size (406,853 square feet). Among the 3 buildings, <br />the site plan is proposing 121,627 square feet of building, which equates to a lot coverage of <br />30 %. The proposed site plan does not exceed the City's maximum lot coverage of 35 %. <br />Setbacks: City Code establishes a 35 -foot front and rear yard and a 10 -foot side yard setback in <br />the B -2 District. City Code also establishes a 20 foot parking /maneuvering area setback from all <br />public streets. In reviewing the site plan, Staff considered the Riverdale Drive frontage to be the <br />front yard and the Highway 10 frontage to be the rear yard. The revised site plan meets all these <br />setbacks. <br />Landscaping: A revised landscaping plan, dated April 11, 2007, has been submitted.
