The sight distance from southbound traffic coming over the hill at this <br />location is less than desirable pedestrian use of this location for crossing Nowthen Blvd should <br />be discouraged. <br />There are marked crosswalks with crossing guards during school arrival and dismissal periods at <br />Sunwood drive and at 150 Lane along Nowthen Blvd. the best solution for eliminating this <br />problem would be to encourage use of these crossings by an extension of the trail system along <br />the east side of Nowthen Blvd. In addition, Lord of life Church will be the emergency evacuation <br />site for the elementary school after old Ramsey City is razed in a couple of years. A trail system <br />will need to be in place to accommodate such an evacuation by that time. Funding for these trails <br />may be available through the Safe Routes to School Program. <br />Motion by Councilmember Olson, seconded by Chairperson Elvig, to recommend to City <br />Council that staff install the trail for these two segments of trail before school starts in <br />September. Furthermore that staff be directed to pursue funding from the Safe Routes to School <br />program, respecting that it be a very high priority and directing staff to request a traffic study to <br />be conducted during school business hours. <br />"TV111 <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend to City <br />Council that staff be directed to mark a crosswalk at the trail crossing on Alpine Drive located at <br />Zuni Street, east of Highway 47. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #9 Consider Driveway Paving Incentive <br />Background: <br />City Council has expressed a desire to initiate a discussion for an effort to eliminate unpaved <br />driveways within the City. The benefit of such a goal would be the elimination of sediment <br />migrating onto paved city streets and into the storm water drainage system. Secondary benefits <br />would be improved neighborhood appearance and higher property values. The purpose of this <br />case was to begin discussion on what methods and incentives might be considered to achieve this <br />goal. The discussion items included whether an ordinance would be enacted requiring paving and <br />much paving should be required. Whether the City can or should contribute financially in the <br />form of a paving incentive and how much that might be. The Committee also directed some level <br />of inventory be undertaken to determine the financial impact of such a program. <br />Motion by Chairperson Elvig, seconded by Councilmember Dehen, to direct staff to bring back a <br />recommendation to the Committee based on the above discussion <br />Action: <br />
