Staff proposed adding Andre Street / 164 Lane, a 1.87 mile street segment to the city's MSA <br />system illustrated on the attached figure 1. This segment meets the requirement of beginning and <br />terminating on the existing system and this roadway functions as a local neighborhood collector. <br />The street was constructed in 1985 and is over 20 years old and is eligible to collect full needs. It <br />would still be necessary to revoke the mileage on portions of 142 Avenue and Traprock Street <br />to be able to accommodate this mileage addition which is illustrated in figure 2. The City will be <br />within 0.28 miles of the maximum allowed with these modifications. <br />It was the recommendation of the Committee that Andrie Street from Alpine Drive to 164 Lane <br />and 164 Lane from Andrie Street to Jarvis Street should be added to the City's MSA system. <br />Action: <br />Motion to ratify the recommendation of the Committee and adopt Resolution 07- 04 -XXX <br />requesting that the City's MSA system be modified by adding Andrie Street from Alpine <br />Case #7 Receive Request from Green Valley Greenhouse for Drainage Improvements <br />Background: <br />A letter dated March 16, 2007 was received from Mr. John Rowe of Green Valley Greenhouse <br />requesting the city to address a drainage issue which exists along the portion of the property <br />fronting along CR 63, Green Valley Road.. During the March snow melt event the Public Works <br />Department provided equipment to pump the water several hundred feet to the south to a point <br />where the water could flow by gravity to the Trott Brook. The Public Works Department has <br />responded twice to this problem in the last five years. Although a drainage plan had been <br />prepared by MFRA Associates, an engineering consulting firm hired by the greenhouse, the cost <br />has prevented the greenhouse from implementing it due to its high cost. Staff has prepared a <br />cursory review of the area surrounding the greenhouse property a concluded that drainage from <br />the County Highway is not a significant source of the ponding problem which is primarily from <br />24 acres of the greenhouse property having impervious surfaces. <br />Motion to direct staff to assist the greenhouse in identifying lower cost alternatives to eliminate <br />the emergency pumping. <br />Action: Ratify the recommendation of the Public Works Committee. <br />Case #8 Ramsey Elementary School Safety and Transportation Issues <br />Background: <br />The principal of Ramsey Elementary school reported a safety concern associated with parents <br />and students crossing Nowthen Blvd directly across the trail stub coming west from the end of <br />
