Case #5 Consider Restricting Parking on One Side of Pondvale Streets <br />Background: <br />A resident of the Pondvale Estates subdivision noted that during school events overflow parking <br />occurs on both sides of 150 Lane restricting the ability for traffic to move freely down the <br />subdivision streets. With the completion of Helium as a through street connecting into the new <br />Meadows subdivision to the north this situation becomes more of a concern than in the past. <br />150 Lane is 31 wide with bituminous curb and gutter and when parking occurs on both sides the <br />width available for traveling vehicles is reduced to approximately 15 feet. Committee and <br />neighborhood residents in attendance agreed that the.problem is of most concern when there are <br />special school events and this situation exists throughout the whole school day and no just during <br />the short term after school pick up period. <br />Motion by Councilmember Dehen, seconded by Councilmember Olson to recommend to City <br />Council that parking be restricted on one side of 150 Lane and Helium Street, if necessary, <br />during special school events by utilizing temporary "No Parking" signage under the authority <br />established in section 6.03 of City Code. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #6 Reconsideration of 2007 MSA Mileage Additions <br />Background: <br />You may recall at the February 13, 2007 Committee meeting staff presented a case related to <br />designating additional mileage to the City's Municipal State Aid (MSA) system which proposed <br />adding 173` Avenue (County highway 63) between Armstrong Blvd and Variolite Street to the <br />City's MSA system, a distance of 2.0 miles. Further recall that to have available this amount of <br />mileage to add to the system it would be necessary to remove 0.45 miles from our current <br />system. This mileage would become available by revoking the MSA designations on portions of <br />142" Avenue and Traprock Street since this route runs through what is now planned to be a <br />regional County Park. <br />Staff has become aware that because of the impending turnback of this segment of roadway by <br />Anoka County to the City of Ramsey, it would be more advantageous to the city to wait until this <br />roadway is turned back by the County prior to designating this mileage on the system. This stems <br />from the fact that as a tumback, the needs on this portion of roadway would be in addition to the <br />total 20% limitation of the city's system mileage. <br />It would be prudent to designate some alternate mileage in 2007 to maximize the designated <br />mileage as closely as possible to the allowable limit. The Public Works Committee discussed this <br />at their April 17, 2007 meeting. The city has the potential to add 1.55 miles to its MSA system. <br />
