developments with municipal services. Project 06 -36 considered the extension of sanitary sewer
and water service to 24 properties adjacent to or near Ramsey Boulevard between 149 Avenue
and 153 Avenue.
A meeting was held on March 22, 2007 in the Alexander Ramsey Room of Ramsey City Hall
with the affected property owners. The consensus of the residents in attendance was unanimous
that the project cost exceeded affordability for both these projects as was evidenced by the
comments sheets. In addition a petition was received on March 27, 2007 opposing the street and
utility improvements to the 157 Lane project.
Motion by Councilmember Dehen, seconded by Councilmember Olson to recommend to City
Council that both these projects be terminated and that the affected residents be notified in
writing that no further consideration will be given until such time as a new petition is received.
Action: Ratify the recommendation of the Public Works Committee.
Case #4: Review Pondvale Feasibility Study
Background:
A feasibility study was prepared for the purpose of considering sanitary sewer and water and
street improvements within the Pondvale subdivision which is located east of the Elementary
school and south of old City Hall. There are eight (8) property owners who own twenty -four (24)
parcels. A draft of the feasibility study was presented to the residents in an open house on April
12 to solicit input on the study. The study was not supported by the property owners in its
current draft form, and the Committee directed staff to obtain additional information and report
back to the Committee prior to finalizing the draft.
Motion by Chairperson Elvig, seconded by Councilmember Olson to direct staff to revise the
feasibility study or provide additional information as follows: 1) Consider segmenting the
project into two areas with the division point being roughly the intersection of Helium Street and
150 Lane; 2) Research the drainage and utility easement on the Asmussen to determine whether
there it is temporary until sewer and water become available; 3) Provide a breakdown of costs to
allow the Committee to consider the impacts of the City picking up a share of the project costs.
Action:
Ratify the recommendation of the Public Works Committee.
