City Engineer Jankowski advised staff recommends that the Committee recommend to City <br />Council that the two contingencies regarding the appraisal supporting the offered purchase price <br />and the traffic study being favorable to the Neon Street connection have been satisfied. Staff <br />further recommends that the City Administrator be directed to close on the purchase of the <br />property and that plans be prepared for the relocation of the structure. <br />Chairperson Elvig noted the results of the traffic study showing that the connection will only <br />increase the volume of traffic using 157 Lane by approximately 9 %, and that there does not <br />appear to be a lot of strong opposition with four residents attending the informational meeting. <br />City Engineer Jankowski indicated notice was sent to the residents of the subdivision that would <br />expect to have an increase or decrease of traffic on their streets. <br />Councilmember Dehen asked if the residents at 5870 157 Lane expressed opposition to the <br />proposal. <br />City Engineer Jankowski replied he had the impression they would prefer the status quo, but if <br />the road went through they saw some positive things.* They expressed a preference to have an <br />area graded next to the garage to store their camper that the existing grade does not allow. <br />Councilmember Dehen inquired about mitigation efforts for the properties adjacent to this <br />property. <br />City Engineer Jankowski replied there will be an excess of about 9,000 square feet that could be <br />divided more or less evenly between the property owners, or if one party does not wish to have <br />additional property it could be shifted over. He explained in order to line up Neon Street with <br />the new right -of -way to the south they will likely need to start on the Hendrickson property line <br />and move to the west as it goes south. If they are able divide the property equally, the <br />Hendrickson would get more property on the rear of their property and the Hostetlers would get <br />more property on the front of their property. <br />Mr. Jason Hendrickson, 5850 157 Lane, stated his main concerns are the privacy they would <br />lose with a comer lot versus an interior lot, and the safety for their children. His kids play <br />basketball, and they had a hoop in their front yard. With the grade in their driveway the ball <br />would keep rolling in the street and the kids would chase it, so they invested in a cement slab for <br />the back yard for them to play on. With a road going onto the side of their property they will <br />lose that safety factor they thought they had with the. potential of the ball going into the street <br />again. Mr. Hendrickson stated when they first moved into this house they could have bought a <br />corner lot larger in square footage than their property for the same money and decided not to do <br />that because there would be no privacy in the back yard. They are now looking at that very <br />situation they tried to stay away from. They have had to deal with other changes in this <br />development that they did not foresee. Things change and development comes along, but one <br />would not think that anyone would purchase a property where they did and suddenly find <br />themselves on a four way stop.
